Selection of a consulting firm or/and a consortium that will develop a complex IT Investment Guide
Moldova Innovation Technology Park (MITP) is a unique and innovative model to support Moldovan IT sector competitiveness & digital innovation ecosystem development locally and internationally. MITP reunites today more than 1400 tech entrepreneurs and 18.700+ employees, counting for 80-85% of the entire Moldovan IT sector in terms of sales, exports, and jobs. Our residents benefit from a special tax incentive, paying a 7% single tax and having simplified tax & accounting compliance. MITP residents are also eligible for the IT Visa Program, which gives them the possibility to have simplified immigration procedures in order to obtain a work permit (for IT managers (4 years), IT specialists (2 years)), their family members may benefit as well. MITP is a focal point for services and incentives in the ICT sector, being a catalyst for investment through the promotion of flexible government policy, an environment conducive to ICT innovation, and digital transformation. Being a cluster facilitator, the Park provides an organizational platform with a set of innovative tools and approaches to accelerate the transformation of the economy, streamline corporate innovation practices, boost the growth of the IT industry, support partnerships, create new jobs, and attract local and foreign investment.
One of our priorities is to promote Moldova as an IT destination for investors, IT companies, and IT talents. In order to achieve this performance, we are looking to provide a comprehensive research report, which can be used by the aforementioned stakeholders in order to relocate or develop their activities in Moldova.

You are invited to submit a proposal for the above subject to the Moldova Innovation Technology Park (MITP). The details of our request are contained in the enclosed Request for Proposal, including Terms of References and Technical and Financial proposal requirements.
Any request for clarification on this RFP should be sent via e-mail to natalia.dontu@mitp.md and bogdan.golea@mitp.md no later than 10th of May 2023, 18:00 (EET). The client will provide responses to all clarification requests by the 15th of May 2023, 18:00 (EET).
Applicants will read the terms of reference and submit their full proposal package to natalia.dontu@moldovaitpark.md and bogdan.golea@moldovaitpark.md no later than 26 May 2023. The full proposal package will include:

1. Technical proposal (proposed methodology describing the actions to be taken for successfully completing the assignment, company’s profile (including the relevant experience and the key experts involved), any other information that might be assessed as valuable for this assignment;
2. Financial proposal (in USD, net of VAT)

MITP will respond in writing (via email only) to any request for clarification of the RFP that it receives prior to the deadline for queries as indicated above.
After the technical evaluation is accomplished, the evaluation team shall inform the bidders who have submitted proposals about the technical scores obtained by their technical proposals and shall notify those consultants in writing whose proposals did not meet the minimum qualifying mark or were considered non-responsive to the RFP.
