Call for proposals. Development of Digital Database of the Cultural and Creative Sector



EXPRESSION OF INTEREST

Artcor Creative Industries Centre in cooperation with the Ministry of Culture of the Republic of Moldova is seeking expressions of interest from qualified and experienced organisations or individuals to develop a Digital Database of the Cultural and Creative Sector within the project “Digital Transformation of Cultural and Creative Industries in the Republic of Moldova”. 

The project, funded by the UNESCO-Republic of Korea Funds-in-Trust for the Development of Creative Industries, aims at better harnessing the potential of digital transformation for cultural and creative industries, to enhance the capacity of this sector to promote inclusive, fair and sustainable economic development in the Republic of Moldova.

Background

The development of information and communication technologies, combined with the evolution of social and individual behaviours further compounded by the COVID-19 pandemic, have prompted an unprecedented acceleration in the digitalization of cultural content. In order to cope with this increase in the demand of the digitized collections and cultural content, institutions and professionals are striving to develop relevant skills, capacities and services. Digital material offered in this context include, inter alia, 3D virtual tours (museums, film production companies), web pages and diverse online services (graphic design companies), e-publications (publishing companies), video and music content (music production companies, film production and distribution companies), educational content, etc. Investing in human resources and technical equipment will be crucial to successfully venture into the digital shift. The scope of this activity is to produce and share knowledge to inform, inspire and drive policy change and measures that foster diverse and dynamic cultural ecosystems, which are fair for creators, accessible to audiences and beneficial for society.

Duties and Responsibilities

In cooperation with the Ministry of Culture of the Republic of Moldova, the Artcor Creative Industries Center from Chisinau seeks to develop a digital database of the culture and creative sector to capture key data on Moldova’s cultural and creative sector. The data will be collected, analyzed and aggregated to create a sector overview to inform decision-makers and other stakeholders as to the status and potential of the creative economy. 

The survey will be conducted through online forms to gather information (e.g. name, year of establishment, location, field and description of activity, business volume, contact details, and all other categories as deemed necessary) on private and civil society actors actively engaged in the creation and dissemination of cultural goods and services, including:

  • governmental institutions 
  • non-governmental organizations
  • private companies
  • individual entrepreneurs

The registry should also offer graphics and/or other interfaces to facilitate interaction with data and organize it dynamically, and also be user friendly to fit the needs of beneficiaries. The analytics component of the digital solution shall give the opportunity to use filters in order to facilitate analyzing and reflecting different types of data integrated into the database. 

  • When considering the program in which the database will be developed, a contractor will take into consideration two types of data: those already collected by the ArtCor from the National Statistical Office; to be imported in the database
  • those that will be imported and/or updated manually by the stakeholders form the four categories listed above, without any time limit. 

Against this background, the selected supplier will be expected to:

The deliverable shall be developed in Romanian and English. 

In order to successfully accomplish the assigned tasks, the consultants will work under the direct supervision of Artcor, in close coordination with the UNESCO Regional Bureau for Science and Culture in Europe. All materials prepared by the consultant will need to be approved by Artcor in consultation with UNESCO prior to final sharing with the government stakeholders. 

Qualifications and skills

  • Knowledge and demonstrated experience in development of web applications/databases.
  • Technical capacities, institutional and expert related, for provision of services.
  • Language Skills
  • Excellent knowledge of English;
  • Knowledge of Romanian language is considered as advantage;

Duration 

The task is expected to be implemented between 20 March and 20 May 2023.

Expression of interest and selection criteria 

Interested suppliers are invited to submit all the following documents/information:

  • Presentation/CV including past experience in similar projects and at least 3 contact references;
  • Proposal providing a brief overview (points for methodology) on how the task will be approached and conducted (1 page)
  • Detailed financial offer

Expressions of interest will be selected based on the evaluation of 3 equally important criteria: quality of the technical proposal; qualifications of the expert(s) concerned; competitiveness of the financial proposal. 

Those short-listed will be possibly notified within one week after the closing date.
