Tender no. 83432303 Support in evaluation of project proposals



The German Development Cooperation through GIZ is looking for a consultant to support in evaluation of project proposals received from CSOs within the Closed Call for Proposals “Sustainable and inclusive local development”.

The selected consultant will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to support GIZ with evaluation of project proposals to be submitted within the announced call – administrative check and technical evaluation.

To achieve the objective, the consultant is responsible individually for the evaluation of project proposals, including the following main tasks and responsibilities:

  • Participate in the briefing before the evaluation procedure
  • Evaluate and score the project proposals with respect to completeness of documents, information completeness, priorities covered
  • Write the evaluation report, and justify the scoring
  • Prepare brief project description, as by the template provided by GIZ

The tender is open to nationals of the Republic of Moldova and persons with legal residence in the Republic of Moldova.

Offers must be prepared in English. The application shall include:

  • cover letter;
  • detailed CV;
  • financial offer including gross (brutto) daily rate in Moldovan Lei (MDL) and a total amount per up to 13 workdays of assignment (in a separate document).

Bids evaluation will be performed based on the ratio 70% for the technical aspect (CV, cover letter) and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
