Tender no. 83428394 Support for LPAs in the development of the Public Service Improvement Plans - National Senior Expert – Team Leader



The German Development Cooperation through GIZ is looking for a consultant (National Senior Expert – Team Leader) to support LPAs from Edinet, Straseni and Leova rayons in the process of elaboration of the Service Improvement Plans (SIP) related to the sustainable and efficient development of Water Supply and Sanitation local public services delivery within its “Strong Businesses and Communities for Moldova” project. 

The assignment will be conducted in accordance with the Terms of Reference (ToR).

The objective of the assignment is to support and facilitate the Working Groups (WG) from selected LPAs (in selected sectors in line with LPAs priorities) from Edinet, Straseni and Leova rayons in the process of elaboration of the Service Improvement Plans (SIP) related to the sustainable and efficient development of local public services delivery. Also, the assignment will focus on facilitation of the process in setting up the WG on participatory approach. Therefore, the WG will include the representatives of LPAs (mayoralty and local councils), operators of services delivery, civil society (NGOs, local citizens committees, representatives from local lyceums/gymnasiums (teachers & pupils)), local business, socially vulnerable groups and groups of people with disabilities, local ethnicities, diaspora. The establishment of the Working Group will consider respecting gender equality aspects. 

To achieve the objective, the expert shall perform the following tasks: 

  • Development of a work plan specifying the overall approach as well as timing of the submission of the deliverables,
  • Organization of two workshops of the Working Groups per each LPA,
  • Facilitate the Working Groups activity in the process of elaboration of the Service Improvement Plans in WSS for the selected by LPAs,
  • Support 5 municipalities in the development of the Action Plan,
  • Compile the final report on assignment implementation with conclusions and recommendations.
  • Ensure the quality, structure, and content of the products to be developed.
  • Ensure good cooperation between experts selected for the assignment mentioned.

Interested bidders can submit their applications, consisting of: 

  • Financial offer, including gross daily rate in MDL and the total amount per up to 23 workdays of assignment for the period January – April 2023, and transportation costs (rate 6 MDL/km) for up to 15 trips to mentioned rayons in Moldova.
  • Detailed CV (including contact details).

After the offer acceptance, the bidder could be further asked for additional documentation, such as copy of ID, bank data and other, as it might be required for the contracting.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
