International Center for Cooperation and Development PHOENIX is implementing the “SMART CLASS” Project, which is funded by the Peace Winds Japan, and intends to apply the proceeds of this project to eligible payments under the contracts for which this invitation for quotation is issued.
You are invited to submit your price quotation(s) for the supply of the following items:

- Fixed Price: The prices indicated above are firm and fixed and not subject to any adjustment during contract performance.
- The buyer reserves the right at the time of contract finalization to increase or decrease by up to 15% the quantity of goods and services originally specified without any change in unit prices as well as other terms and conditions.
- Delivery Schedule: The delivery should not exceed 12 days from contract signing date.
- Payment: Invoices will be paid 70% in advance at the moment of contract signing and in 3 (three) working days the rest of 30% upon signature of acceptance act and issuance of fiscal invoice, in MDL at exchange rate of National Bank of Moldova.

- Warranty: Goods offered should be covered by manufacturer’s warranty for at least 24 months from the date of delivery to the byer Center.
- Packaging and Marking Instructions: The Supplier shall provide standard packing of the Goods as required preventing their damage or deterioration during transit to their final destination.
Supplier confirms compliance with above specifications {In case of deviations supplier to list all such deviations}.

The deadline for receipt of your quotation (s) by the Phoenix Center: 6 December 2022, 6:00 PM o’clock, Moldova local time. Late quotations will be rejected.
Your quotation in Romanian or English should be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information for each item quoted.
(ii) The price should include custom duties, excise-duty, custom procedures tax and Value Added Tax (VAT) in Moldova.
(iii) EVALUATION OF QUOTATIONS: Offers determined to be substantially responsive to the technical specifications will be evaluated by comparing their prices converting to Moldavian Lei (MDL) based on the selling exchange rate offered by the “National Bank of Moldova” (as published by the bank on http://bnm.md/md/official_exchange_rates) on the date specified in Paragraph 4 of this invitation to quote.
(iii) AWARD OF PURCHASE ORDER: The award will be made to the bidder offering the lowest evaluated price and that meets the required standards of technical and financial capabilities. The successful bidder will sign a Contract as per attached form of contract and terms and conditions of supply.
(iv) VALIDITY OF THE OFFER: Your quotation(s) should be valid for a period of forty-five (45) days from the deadline for receipt of quotation(s).
