Dexis Consulting Group (Dexis) invites interested firms to participate in this competitive solicitation (request for quotations) for pricing, delivery, and terms of potential PR- StratCom- Digital services.

I.I. Scope of Work

MRI is seeking strategic communications and PR services in Moldova, including support in digital communications, design and production, and PR and media relations. In response to this RFQ, the Offerors shall provide a menu of communications and PR capabilities that can be actioned across its areas of operation in Moldova based on specific MRI Scopes of Work (SOWs) as prescribed and issued via task orders (TOs). TOs may include services that fall within a single LOT or multiple LOTs, depending on the needs of the specific activity:

1. Digital communications [LOT 1];

2. Advertising, Design, and Production [LOT 2];

3. PR and media relations [LOT 3];

The Offerors will be required to provide a variety of strategic communications capabilities to support specific requests from MRI. These capabilities may be used separately or in conjunction on specific projects based on the most appropriate methods for the particular communications objectives. In all cases, the Offerors(s) will submit a detailed communications plan to MRI for review/approval prior to launching. Specific types of communications services and products are described in more detail in the link for RFQ:

Geographically, the Offerors(s) will be required to provide communications services utilizing the methods described below in Moldova, including Transnistria.

Because there will necessarily be uncertainty in the number of ad placements, promotions, content production, etc., Offerors are expected to express pricing according to the below case studies, per “unit.” If pricing varies by location, then the Offeror should clearly state as much in its cost proposal.

Required Experience and Qualifications:

Minimum Requirements:

• At least 3 years of experience in PR, Strategic Communications or Digital Media, including local and national, commercial campaigns, for government entities and/or international and non-government organizations;
• Proven track record of a minimum of 3 large scale PR, Strategic Communications or Digital Media productions/campaigns organized in the past 3 years, including a brief description of relevant past performance with copies of contracts in support of reference checks;
• Human resources and financial capacity to cover upfront operational costs. Please note that Dexis’ payment to the contractor will be made after service provision;
• Fluency in Romanian and Russian and functionality in English for staff leading service delivery.

Only written answers from Dexis will be considered official and carry weight in the RFQ process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Dexis, will not be considered official responses regarding this RFQ.

Submission Instructions

Bids must be received via email by September 05, 2022; 17:00 EEST/GMT+3. Offerors are to submit bids as outlined in the requirement section on page 6, including core volume, case study(ies) (Annex 1), capabilities statement (Annex 2), and cost volume. (10 MB limit per email).

Offers must be on company letterheads with the company’s contact name and address and/or IC details. The subject line of the offer transmission email must identify the RFQ reference number (22-RFQ-05) and the Offeror’s name.
