OVERVIEW

The Soros Foundation Moldova hereby invites you to submit a Proposal to this Request for Proposals (RFP) for an International Consultant to develop the methodology and perform data analysis for an upcoming Victimization and Public Confidence Survey in Moldova.

The Justice and Human Rights Department (JHRD) of the Soros Foundation Moldova will conduct a Victimization and Public Confidence Surveycomparable to a similar Survey developed in 2010 in Moldova^[1]. The objective of this exercise is twofold: to understand trends in perceptions about crime, personal safety, and the performance of the Police and related Law Enforcemen Agencies, and second, to improve public confidence in the criminal justice system by creating an informed environment for the development of sensible criminal justice policies, with an appropriate and timely focus on human rights.

This activity is realized within the project „Advancing Human Rights-Based Policing in the Republic of Moldova”, Grant Contract ENI/2018/403-953, funded by the European Union, co-funded and implemented by the Soros Foundation Moldova.

SUBMISSION OF PROPOSALS

Your Proposal, comprising a Technical and Financial Offers, shall be submitted only electronically via e-mail, in accordance with the requirements and procedure as set out in the Section Instructions for Applicants of the RFP.

Please make sure that your technical and financial proposals are submitted in separate files and separate e-mails, while the financial proposal shall be password protected. The password shall not be disclosed unless required in written by the Foundation.
