The German Development Cooperation through GIZ is looking for a service provider to draft legislation to harmonize essential aspects of Section III of the Moldovan Fiscal Code to the Council Directive 2006/112/EC within its project “Economic Policy Advice to the Moldovan Government”.

The contractor is expected to conduct the following activities:

• Stocktaking of progress so far in harmonizing the Moldovan Fiscal Code to the EU Directive in terms of VAT and gap analysis for provisions that need to be harmonized;
• Drafting the legislative initiative to harmonize essential aspects of Section III of the Moldovan Fiscal Code to the Council Directive 2006/112/EC. The drat legislative initiative should be accompanied by the informative note, RIA and concordance table.

Applying organizations should be legal entities registered in Republic of Moldova.

The proposed expert(s) should meet the following requirements (cumulatively):

• Background in economics, preferably related to taxation;
• At least 5 years of experience with Moldovan fiscal legislation;
• At least 3 years of experience with policy analysis and drafting;
• Proven experience with legal harmonization is highly preferred;
• Experience in work with Government institutions;
• Fluency in Romanian is required for key staff.

Applications shall include:

• A short technical proposal outlining (in a separate sealed envelope):
  1. Cover letter, including understanding of the assignment and proposed timetable
  2. CVs of proposed expert(s)
  3. Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available;
  4. No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report;
• Financial proposal including the rates and number of expert days for the entire assignment, as well as a total budget expressed in MDL, VAT 0%; company bank data, including bank name and IBAN for MDL (all in a separate sealed envelope).

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
