The Public Institution "National Office for the Implementation of Environmental Projects", announces a competition for the procurement of consultancy services within the UNDP/GEF project - "Conservation and sustainable management of wetlands with high con

The project is funded by GEF-UNDP, implementing partner is the Ministry of Environment through IP ONIPM, implementation period: 2025-2027.

The object of the project is to achieve the ecological integrity of key floodplain wetlands in the Prut River Basin, ensuring the positive state of biodiversity, land and water resources, as well as the ecosystem.

This will be achieved through provisions for minimum environmental flow and hydrological remediation of wetland decline and strengthening the management of protected areas that host valuable wetland habitats and key species.

The GEF investment will be based on an integrated approach to watershed management that ensures the continuity of wetland ecosystem services that support livelihoods in the Prut River Basin across approximately 20,803 ha of valuable wetlands in the Lower Prut Biosphere Reserve, the Pădurea Domnească Nature Reserve and the surrounding floodplain.

Basic components of the project:

  • Component 1. Improved regulatory framework and financing environment;
  • Component 2. Improving the protection and management of key biodiversity areas;
  • Component 3. Demonstration of sustainable livelihoods and area resources wetlands;
  • Component 4. Knowledge management;
  • Component 5. Monitoring and evaluation.

Ecologist / Wetland Specialist

-        It carries out technical assessments of the state of the environment in target wetlands in the Prut River Basin, highlighting the situation of lakes/ water bodies , wetlands and riparian strips in the targeted areas.

-        Supports the estimation of the minimum ecological flow necessary to preserve the ecological integrity of lakes and wetlands in the middle and lower sections of the Prut, ensuring the maintenance of fish fry and aquatic biomass.

-        Provides technical input to analytical reports and informational materials for outreach events.

-        Based on data provided by hydrologists and experts in hydroclimatic modeling, and in close collaboration with the "Apele Moldovei" Agency, the ecologist will develop the Study on Hydro-Ecological Conditions for Adequate Management of Wetlands, with Climate Adaptation Measures and Climate Resilience Scenarios.

Hydrologist / Water Management Expert

-        Provides information for mapping lakes and waters in target wetlands of the Prut River.

-        Performs technical analyses of river flows in high and low water years, developing hydrographs and evaluating minimum and maximum flows; estimates the maximum acceptable water level fluctuation in the middle and lower sections of the Prut lakes;

-        Calculates the minimum annual water requirement for lakes and wetlands;

-        water quota that must be ensured downstream of the Stânca-Costești dam.

-        Evaluate the optimal timing of water discharges , so that the hydrological regime of the Prut is harmonized with that of the Danube and ensures the minimum volume of water in the targeted lakes and wetlands even in dry years.

-        Provides technical input to analytical reports and outreach materials and supports the Ecologist/Wetland Specialist in information collection and data analysis, contributing to the Hydro-ecological Study for Wetland Management and Adaptation Measures (mentioned above).

Land use policy specialist

-        Provides support to local and district public authorities in introducing biodiversity conservation measures (based on the "Biodiversity Passport" approach) in local development strategies, during the interim review of these documents.

-        Based on the information provided by the botanist and zoologist, the specialist develops a Manual of guidelines for integrating biodiversity into local development planning and spatial planning.

Conservation Biologist – Botanist

-        It carries out botanical inventories of vascular plants and vegetation assessments in target regions (Glodeni, Fălești, Cahul), focusing on rare, endangered species included on the red list, as well as on areas with high biodiversity outside protected areas.

-        Identifies critical species and sensitive habitats and develops Biodiversity Passports , based on which it proposes conservation measures and monitoring protocols that will be integrated into local development strategies;

-        Provides technical input to the mid-term review of local strategies.

-        Contributes to the preparation of scientific materials for protected areas and local/district authorities, developing methods to reduce negative anthropogenic impact on critical habitats outside protected areas.

-        Work with local authorities to amend local strategies mid-way through the implementation period, in order to integrate biodiversity elements based on the Biodiversity Passport into local plans and strategies

-        It also contributes to the new National Biodiversity Strategy (NBSAP) and to information and awareness materials, while supporting the drafting of the Manual for integrating biodiversity into local development and territorial planning.

-        The botanist's activity will be coordinated with that of NGOs/consulting firms working in protected areas, under the supervision of the project manager.

Conservation Biologist – Zoologist

-        It carries out faunal inventories, especially for critically endangered or Red Book bird and mammal species, in target regions (Glodeni, Fălești, Cahul), focusing on areas outside protected areas.

-        Identifies critical species and habitats and develops Biodiversity Passports, proposing appropriate conservation measures and monitoring protocols;

-        Provides technical inputs to the mid-term review of local strategies in targeted districts.

-        Contributes to the preparation of scientific materials for protected areas and local/district authorities, in order to reduce the anthropogenic impact on sensitive habitats outside protected areas.

-        Collaborate with local authorities to update local strategies at the mid-term review, integrating biodiversity aspects based on the Biodiversity Passport into local plans and strategies.

-        Contributes technical expertise to the new NBSAP and other information and awareness materials and supports the drafting of the Manual for integrating biodiversity into local development and territorial planning.

-        The zoologist will coordinate his/her activity with NGOs/consulting companies involved in protected area management, under the supervision of the project manager.

Senior biodiversity specialist

-        Participate in the technical working group and support the integrated gender assessment of previous biodiversity planning processes at the national level;

-        Review the causes and consequences of threats to biodiversity; assess ecosystem services, in particular those provided by wetlands, and their relationship to biodiversity management;

-        Developing national biodiversity targets, aligned with the post-2020 Global Framework, by establishing concrete bottom-up commitments, explicitly linking national targets to global objectives and identifying local implementation measures, including a mechanism for periodic assessment of achievements, systematically involving non-state actors and ensuring synergies between the UNCBD, UNCCD, UNFCCC conventions, as well as integrating the requirements of the Ramsar and MAB/UNESCO conventions.

-        Develop a monitoring plan for the new national targets and will initiate progress monitoring for reporting to the Convention on Biological Diversity (CBD).

-        Provides guidance and technical input to the development of training modules for protected area management, based on international best practices and aligned with Ramsar, MAB/UNESCO and IUCN guidelines.

Legal/Policy Expert (Environmental Governance)

-        It carries out the assessment of the legislative and policy framework in the environmental field and prepares (or supports the preparation of) the SESA (Strategic Environmental and Social Assessment) Report according to the requirements of UNDP environmental and social standards.

-        It reviews legislative amendments developed in previous GEF projects, checks their status and completes them, assessing key legislation identified in the project's policy analysis (e.g. Land Code, Forestry Code, Environmental Protection Law, Water Law, Protected Areas Fund Law, Red Book Law, etc.) and proposes amendments to cover the identified gaps.

-        Elaborate the draft Government Decision for the operationalization of the Regulation regarding the Stânca-Costești dam;

-        Provides support in the preparation of the necessary regulatory documents for cadastral registration and the transfer of land from local public property to state property, in order to implement the proposed hydrotechnical works.

Expert

agro-forestry

-        Supports the mapping of selected areas and the implementation of afforestation works, overseeing the development of technical projects.

-        It provides technical recommendations on sustainable forest management in and around protected areas and recommends strategies for the regeneration of riparian forests, proposing monitoring indicators for assessing the restoration of forest ecosystems.

-        Supports the information and involvement of local communities, providing advice on sustainable land management measures that can be applied by local communities in the vicinity of protected areas. Supervises reforestation/afforestation works, develops specifications for the selection of companies that will carry out the works and participates in the revalidation of selected afforestation sites.

-        It establishes performance indicators to assess the success of reforestation and supports local authorities and communities through technical advisory services in identifying and implementing sustainable management practices for communal forests and pastures.

-        Contributes technical input to information and awareness materials.

-        Coordinates with the organization/company specialized in social and environmental safety and protection (safeguards) and supports the conduct of site-level assessments for reforestation areas, in accordance with the requirements of UNDP social and environmental standards, providing technical contributions to environmental and social impact assessment reports (ESIA/ESMP), as appropriate.

Hydrologist (engineer)

-        Develops the documentation (Terms of Reference) for the full feasibility study of the Camenca River restoration works (based on the conclusions of the pre-feasibility study) and supervises the technical development of the feasibility study.

-        Ensures liaison with the "Apele Moldovei" Agency, the Ministry of Environment and local authorities for the implementation and monitoring of the proposed works.

-        Provides technical advice to the Project Management Unit (PMU) on the Camenca River restoration works and monitors the progress of the feasibility study for the Camenca watercourse .

-        Coordinates with the organization/company specialized in safeguards and supports the implementation of the feasibility study and site-level assessments for the rehabilitation of the Camenca River, aligned with the requirements of UNDP SES standards, providing technical contributions to the environmental/social assessment documentation, as necessary.

GIS Specialist (Geographic Information Systems)

-        Works together with the team of experts to support the mapping of habitats and ecosystems in the "Pădurea Domnească" Natural Reserve;

-        Identification and delimitation (mapping) of the wetland of international importance (Ramsar site) in the region.

-        supports habitat and species mapping and develops new maps and spatial zoning of the "Lower Prut" Biosphere Reserve, using and completing existing vector data.

Economist / Technical Expert in Rural Livelihoods

-        Collaborate with rural entrepreneurs from the "Lower Prut" Biosphere Reserve to support at least 5 local businesses to participate in relevant financing programs;

-        Provides technical advice and mentoring to entrepreneurs in preparing application files (business plans, funding applications, etc.)

Senior tourism expert (rural/ecological tourism)

-        Supports the development of a local ecotourism route that includes local attractions and biodiversity-friendly tourism products, working closely with local authorities, communities and the Lunca Prutului de Jos Local Action Group (LAG);

-        Identify small rural entrepreneurs willing and able to participate in the tourism itinerary supported by the project.

-        Contributes to the development of a cross-border tourist route between the Lower Prut Biosphere Reserve and the Danube Delta Biosphere Reserve (Romania), facilitating partnerships with tour operators on the Danube.

-        Organizes and supports 2 ecotourism trainings together with ODIMM, in the Cahul/Văleni area.

-        It works with the Lunca Prutului de Jos GAL and with local small entrepreneurs in the reserve, as well as with tour operators in the Danube Delta and the Danube Delta Biosphere Reserve Administration, to develop and promote ecological tourism offers.

Gender Expert

-        Monitors the progress of the implementation of the project's Gender Action Plan , ensuring full achievement of targets and compliance with reporting requirements;

-        Supervises, coordinates and contributes to the implementation of all project activities from a gender equality perspective;

-        Annually reviews the Gender Action Plan and updates the related management plans, as necessary;

-        Works with the M&E (monitoring and evaluation) specialist and the safeguards specialist to ensure that project reporting and evaluation fully integrate gender aspects;

-        Ensures that the project's knowledge management products are gender sensitive.

Monitoring & evaluation expert, global environmental benefits (GEB) and safeguards –

-        Monitor and evaluate (M&E) the project, including updating GEF core indicators and implementing activities according to the M&E plan;

-        Monitors environmental and social risks associated with the project.

-        Prepares periodic reports on the project's M&E results, including updates on the achievement of the project's logical framework indicators;

-        Monitors the implementation of the environmental and social management framework (ESMF/ESMP);

-        Updates the UNDP Social and Environmental Risk Screening Tool (SESP) and prepares safeguards reports , as required by the funder.

To monitor the timely completion of the actions taken, the consultants will present progress reports to which they will attach the draft documents developed.

 The reports will be delivered in Romanian.

Functional skills:

1) Professional experience:

  • At least five years of relevant work experience in the fields of ecology, hydrology , environmental protection, forestry, biology, social sciences, law, tourism, GIS, economics.
  • Understanding biodiversity conservation and associated issues;
  • Very good interpersonal skills;

2) Academic qualifications:

  • Bachelor's degree, master's degree, at least in one of the following fields: ecology, law, hydrology, environmental protection, forestry, biology, social sciences, tourism, GIS, economics;
  • Good oral and written communication skills in Romanian and English;
  • Excellent oral communication and information presentation skills .
  • Teamwork skills and ability to manage pressure imposed by meeting deadlines.
  • Knowledge of computer applications and information technology;

3) Language requirements:

  • Knowledge of the Romanian language, written and verbal, at an advanced level is mandatory.
  • Knowledge of English will be an advantage.
