Job Description
Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Through its programmes and projects, UN Women provides technical assistance to national partners (governmental and non-governmental), including the private sector, in implementing existing international and national commitments to women’s rights and gender equality. It facilitates networking and the exchange of good practices and advocates for women’s rights and gender equality in all areas of life.
The work of UN Women in the Republic of Moldova is guided by its Country Strategic Note 2023 - 2027, which is aligned to the UN-Moldova Sustainable Development Cooperation Framework (UNSDCF) for 2023-2027 and the UN Women Global Strategic Plan (SP) (2022-2025). It aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development.
The project “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities”, funded by the Austrian Development Agency (ADA), will be implemented by UN Women Moldova jointly with UNFPA Moldova from December 2024 to November 2028. The core aim of the project is to enhance shared prosperity in Moldova by 2028, ensuring that women and girls, especially the most vulnerable, including NEET (Not in Education, Employment, or Training) women, will benefit from inclusive, competitive, and sustainable economic development, including access to gender-responsive workplaces and employment. As part of the implementation of this project, UN Women is seeking to engage a Programme Coordination Analyst to manage and lead the implementation of the project.
Reporting to the Deputy Country Representative, the Programme Coordination Analyst is responsible for coordinating the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project within the Women’s Economic Empowerment (WEE) portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.
Key Functions and Accountabilities
Coordinate the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project within the WEE portfolio of the CO
- Coordinate the overall Project work plan development and implementation according to Strategic Note/ programme document and in alignment with the WEE thematic portfolio of the CO;
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the Project Steering Team and UN Women;
- Establish systems for project planning, implementation and monitoring, in collaboration with partners;
- Record and maintain documents on relevant Programme activities, issues, and risks.
Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project Portfolio, raise potential problems and suggest solutions;
- Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
Coordinate the monitoring and reporting on the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project
- Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
- Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
- Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
- Provide inputs from the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project and programme activities and results to Country Office reporting.
Manage people and finances of the “Increase women’s resilience and excellence through quality, inclusive employment and family-friendly opportunities” Project
- Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
- Based on the available funding, prepare Annual Work Plans (AWP) and Procurement Plans for the project’s implementation period;
- Monitor the allocation and disbursement of funds to participating partners;
- Supervise Programme Associates and Assistants.
Build partnerships and support in developing resource mobilization strategies
- Provide inputs to the development of partnerships and resource mobilization strategies.
Advocate and facilitate knowledge building and management and communication
- Document the programme implementation process and products;
- Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
- Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Supervisory/Managerial Responsibilities:
The Programme Coordination Analyst supervises a team of three affiliate personnel, consisting of 1 Programme Analyst, 1 Programme Associate, and 1 Communications Analyst, in addition to overseeing the work of consultants.
Recruitment Qualifications
Education and certification:
- Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area is required.
- Experience leading and coaching staff in international settings is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Language Requirements:
- Fluency in English and Romanian is required.
- Knowledge of Russian is an asset.
