Helvetas is pleased to announce an opening for the Monitoring and Results Management (MRM) Manager position within the OPTIM project - Opportunities through Technologies and Innovation in Moldova, financed by the Swiss Government.

The employee will be contracted by Helvetas Moldova, the representation of Helvetas Swiss Intercooperation based in Chisinau. 

The project is in the 2nd phase, which will last until the end of 2026.

Short information about the project 

The OPTIM project is an economic development project launched in Moldova in 2019 and is currently in the second year of the second Phase. The project aims to support economic development in the Republic of Moldova. Its primary objective is to improve employment and income opportunities for the Moldovan population, with a special focus on excluded groups.

Following the MSD (Market System Development) approach, the OPTIM project addresses the market gaps through two sectors: the Agri-Food sector and Information and Communication Technologies (ICT)/Digitalization.

The OPTIM project supports businesses' resilient growth, enhanced competitiveness, and access to high-value markets. It contributes to adopting climate-smart and efficient agricultural technologies and practices, emphasising digital solutions for farm management and cost optimisation in the agri-food sector.  

It focuses on access to markets, technologies, and finance for private sector growth and skills development for employability and better economic opportunities for the population of Moldova.

Position Overview

The MRM Manager will oversee the project’s MRM system, ensuring the collection, analysis, and use of data to track the effectiveness of interventions. The manager will support project strategy development through robust results measurement, helping to ensure that OPTIM achieves a measurable impact in Moldova.

Key Tasks and Responsibilities

  • MRM System Implementation: Lead and continuously improve the MRM system, ensuring alignment with the DCED Standard.
  • Data Analysis: Aggregate, analyze, and present quantitative and qualitative data to inform project strategy, reporting, and decision-making.
  • Surveys and Assessments: Design and lead necessary studies and assessments to measure project impact on target groups.
  • Reporting: Ensure accurate and timely reporting in compliance with both internal and external standards, using collected data for steering project progress. Contribute to the internal and external reports.
  • Outcome Harvesting: Organize and coordinate outcome harvesting to assess systemic changes resulting from the project.
  • Partnership Support: Assist with program and financial monitoring of partnerships.
  • Quality assurance of collected data: Ensure the quality of the reported and collected quantitative and qualitative data, crosschecking relevant sources as needed

Key Competencies

  • Analytical Skills: Ability to analyze complex data sets and communicate insights clearly.
  • Critical Thinking: Strong problem-solving skills and a proactive approach to adapting strategies based on results.
  • Communication: Excellent written and verbal communication skills in Romanian, English, and Russian.
  • Teamwork: Proven ability to work collaboratively in a multicultural, dynamic team environment.
  • Attention to Detail: High level of accuracy in data management and reporting.
  • Adaptability: Capable of working under pressure and managing multiple tasks simultaneously.
  • Knowledge of DCED Standard and MSD approach. Familiarity with the Donor Committee for Enterprise Development (DCED) standards and the Market Systems Development approach will be an advantage.

Qualifications and Experience

  • University degree in a relevant field (e.g., economics, business administration, development studies).
  • Minimum five years of professional experience in economic development, project management or in similar roles. Previous experience in MRM positions will be an advantage.
  • Experience with Monitoring and Results Measurement and knowledge of the MSD approach is desirable.
  • Proven experience in qualitative and quantitative research.
