Intersos is hiring HR Administration Officer
Position: Human Resources and Administration Officer
Duty Station: Chisinau
Short-time contract till 31.12.2024
Full-time (40 h/week) contract
Salary level: 30157,00 gross
Deadline date for application: 13.06.2024 16.00PM.
INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.
All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.
Main Purpose
Is responsible for the implementation of Human Resources policies and procedures, and the correct administrative management of staff according to HR Manager’s indications and INTERSOS procedures, in order to ensure legal compliance to local laws.
Tasks
HR policies, procedures and reporting
- Guide and support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labor Law
- Ensure the on boarding process for National Staffs (personnel documents, Induction, orientation, etc.)
- Liaise with the HR Manager to ensure that all contracts i.e. employment, service, secondment and consultancies, comply with INTERSOS policies, national laws and donor’s requirements and are archived.
Management of National Staffs
- Ensure standard HR processes and provide support to line managers and (SMT) on staffs’ management.
- Guide and support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation, Labor Law and standard INTERSOS policies.
- Apply the decisions of the HR Coordinator and HR Manager on disciplinary measures in his/her area of competence.
- Ensure that all National Staffs are properly and regularly evaluated.
- Support the SMT and line managers on staff’s management and all HR aspects as required.
Administration
- Execute administrative, legal related tasks and payroll procedures ensuring that all data related to monthly salary calculation of national employees in the area of his competence are correctly collected (days off, unpaid leaves, sick leaves, overtime, etc.)
- Enter data into the DB and personal files and keep them up to date in order to facilitate HR processes management. Is responsible to collect all personnel documents and archive it
- Support the HR Manager in translating documents into local language. Assists the HR Manager in meetings upon request.
- Prepare and share statistical HR reports as requested.
Recruitment
- Support HR Manager/Officer to ensure a fair and transparent recruitment process according to the Recruitment Policy
- Execute the recruitment process
Learning & Development:
- Supports the HR Manager in rolling-out the Learning & Development policy for International and National staff.
- Ensure a proper track of trainings attended.
- Support the HR Manager and line managers in the performance management process (IRP)
- IRP follow up: Directs, oversees, coaches and support the Managers and supervisors.
- Support all the managers and supervisors in IRP process for their staff.
- Prepare and conduct Induction for the new staff.
- Monitor and regularly update internal data base for the matters related to trainings.
- Coordinate and support all the departments with the needed tools to conduct their needed trainings.
Representation
- Liaise with local authorities for HR matters upon request of the HR Manager
- All the matters related to the legal staying of the International Staff.
Requirements
- Essential degree in Psychology, International Relations, Political Science, Economics. Master in HR Management desirable
- Minimum 2 years’ experience in HR Management in humanitarian contexts with NGOs
- Mission and local language essential
- Essential computer literacy (word, excel and internet)
