SCOPE OF WORK
Position: Finance Manager
Location: Chisinau, Moldova
Period of Performance: February 2024 – April 2027

Project Background:
The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery, advance the Government of Moldova’s economic action plan, strengthen public economic governance institutions, improve the trade and investment enabling environment, and accelerate financial sector reforms and inclusiveness. These activities include active engagement with government counterparts, local business and organizations, and the financial sector to facilitate public-private dialogue and strategic communications.
Responsibilities and Tasks:
The Finance Manager will be responsible for the following, but not limited to:
- Provide overall financial management on the project, such as monitoring the project budget and expenditures, managing financial reporting to Nathan HQ and USAID, and acting as a resource for the project on finance-related matters.
- Support in determining the cost projections and maintain the project pipeline up to date.
- Proactively ensure compliance with processes and policies of the organization and donor.
- Prepare expenditure and budget status reports in line with the program needs.
- Prepare other recurring reports as scheduled and special reports as required for budget/financial preparations and audit.
- Ensure compliance with all corporate rules of Nathan in the field of financial planning and reporting.
- Perform other tasks assigned by the Director of Grants, Contracts and Program Operations or/and Chief of Party that are consistent with this Scope of Work and the general requirements of the project.
Supervisory Responsibilities:
The Finance Manager will work closely with finance team to ensure all types of expenses are recorded properly and in due manner.
Reporting:
The Finance Manager will report to the Director of Grants, Contracts and Program Operations.
Required Skills and Qualifications:
- Bachelor’s Degree in international development, finance, economics or a related field required. Masters preferred;
- At least three (3) years of experience in finance management with international organizations.
- Experience with USAID funded programs represents an advantage.
- Demonstrated experience and skill with budget preparation and analysis;
- Ability to prepare accurate reports and other documents.
- A proactive approach to problem-solving.
- Ability to handle multiple tasks simultaneously and ability to prioritize.
- Strong organizational skills and excellent interpersonal and teamwork skills.
- Proficiency with MS Word and Excel (advanced skills), and
- Fluency in English and Romanian.
