Program Summary:
In Moldova, Project HOPE prioritizes locally-led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.
Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.
Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighboring countries fleeing the ongoing conflict.
Position Summary:
The Finance Officer will be an integral member of the response team with specific responsibilities around finance, budgeting and accounting. Reporting directly to the Regional Team Lead and technically supported by Finance Manager, she/he will oversee the payment processes, ensure daily finance, administrative and accounting operations, including archive, account analysis, budget developments and budget controls, cash reconciliations, cash projection, etc.; She/he will also be responsible for Project HOPE monthly/annual internal reporting as well as local/national reporting according to Moldova fiscal requirements.
Key activities and Responsibilities:
- Review procurement packages / expenses documentation for payment. Communicate any deviation or missing documentation
- Prepare payment requests following the organization's standards, ensuring that the processes are duly approved by authorized personnel.
- Monitor the availability of funds (bank, petty cash and controlled cash), communicate financial position to budget holder and other related areas for procurement planning in daily basis.
- Draft budgets together with core program colleagues and ensure the spending/burn rate in line with program plans.
- Participate in budget control activities of the portfolio through the tools designated for it and providing analytical information to SMT (Senior Management Team).
- Keep the accounting system updated (QuickBooks), ensure the recording of financial operations in a correct and timely manner.
- Validation of payroll and its related operations (taxes and contributions) as well as reporting material deviations versus EWE (estimated work effort matrix)
- Proactively ensure compliance with processes and policies of the organization and donors.
- Organize and archive financial operation documents in digital cloud under organization's standards.
- Assist in any other activity related to the administrative, procurement and logistics areas and other duties as assigned.
Experience, Skills, Educational background:
- Bachelor's degree in accountancy, finance or related areas
- At least 2 years of experience in finance, accounting or administrative. Experience in humanitarian environment is a plus.
- Fluency in English and Romanian are required.
- Proficiency with MS Word and Excel (advanced skills).
- Experience with QuickBooks accounting software a plus.

- Travel for extended periods by air and other modes of transportation.
