Child Protection Specialist

World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of Child Protection Specialist – Moldova.

JOB PURPOSE
The Purpose of having the Child Protection Specialist is to support the Technical Area of responsibilities of the Technical Team. This position will be responsible for providing direct technical support to the project implementation. CP specialist will also represent WV in the Cluster and technical working groups. Work closely with the Technical Team in designing of the Grants and PNS project. Support in Capacity building of the project staff in the project models and approaches.

MAJOR RESPONSIBILITIES

Leadership and strategy

  • In coordination with the CP Technical Advisor Provide thought leadership on the consortium on Protection and linkages it with other elements of the Protection Sector and other sectors of the response strategy.
  • Liaise with local officials, implementing partners, Technical Working group platforms.
  • Actively participate in all Technical Working Streams and Project Implementation unit by providing WV inputs with quality and on team. Follow up all the protection actions raised in consortium accordingly.


Quality Protection Program Implementation

  • Direct and oversee grant implementation for Protection Activities and World Vision’s sub-grantees, ensuring that all  protection purpose is met through implementation, and quality assurance.
  • Monitor CP activities for quality assurance and lessons-learnt for on- going adaptation and improvement of the activities.
  • Create space and time with staff, volunteers and partners to reflect on what is learned through implementation.
  • CP supervision and capacity building through training and on job coaching for WV staff and implementing partners
  • Support Monitoring and Evaluation to integrate CP needs in baseline and end line and contribute to interagency assessment and monitoring processes. 
  • Manage grant/project budget for within approved spending levels and support on accurate and timely financial reports to donor.
  • Supports and integrates appropriate, safe, and meaningful participation of children in local communities, programme or project design/implementation/evaluation processes, and decision-making opportunities inside and outside of WV processes at the programme level.


Staff Management

  • CP supervision and capacity building through training and on job coaching for WV staff and implementing partners. 
  • Lead grant staff and short-term consultants
  • Support for CP staff recruitment and partner selection as needed
  • Support Monitoring and Evaluation to integrate CP needs in baseline and end line and contribute to interagency assessment and monitoring processes.
  • Utilize and adapt learning from monitoring and evaluation reports to improve programming and inform advocacy for CP.


KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At minimum 5 years working as a child protection specialist in humanitarian contexts
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills.
  • Previous experience local staff in conflict zones.
  • Previous experience on programs implemented in Middle East/Eastern Europe region is highly desirable.
  • Previous experience managing sub-contractors is highly desirable.
  • Previous experience implementing a U.S. Government program is desirable.


Required Education, training, license, registration, and certification

  • University degree in social science, social work, humanitarian protection or any other relevant degree


Preferred Knowledge and Qualifications

  • Demonstrable experience in child protection programming, including child protection minimum standards
  • Strong report writing and monitoring skills
  • Interpersonal, management and conflict resolution skills.
  • Strong leadership, capacity building, facilitation and mentoring skills
  • Knowledge of MS Office and statistical programs


Travel and/or Work Environment Requirement

  • Frequent travels within the Project Area
  • Ability to work independent as well as in a team environment


Language Requirements

  • Strong skills in oral and written English. Ukrainian or Russian of advantage
