1/ Presentation of MDM

Médecins du Monde France (MdM) is an international French humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to always seek to encourage close working relationships with populations in its care.

 

2 / Context of MDM's mission in Moldova

Following a regional assessement mission in the neighbouring countries of Ukraine to estimate the needs of people displaced by the conflict, MdM Moldova was registered in June 2022 to respond to the health and psychological needs of people in Moldova affected by the war. Current activities include health promotion, individual and group psychosocial support sessions for Ukrainian refugees, as well as targeted psychosocial support for Ukrainian and Moldovan NGO responders working on the Ukrainian crisis in Moldova. MdM Moldova has secured funding until February 2024 to support improved quality health service delivery at 8 health facilities and surrounding communities, identified in collaboration with the Ministry of Health; furthermore, MdM Moldova will contribute to improving emergency preparedness efforts, in line with national contingency plans, through partnership with a Moldovan medical university. MdM Moldova activities will include a range of health and mental health and psychosocial support services, including support to community mental health centers, provision of mental health services within refugee accommodation centers and local communities, and psychosocial support to volunteers or other Moldovans who are serving refugee communities.

3 / Main objective of the logistic officer

  • The Logistics Officer is reporting to the Logistics Manager.
  • The Logistics Officer is in charge of the smooth running of the programs on a daily basis.
  • He/she participates in the supply of equipment for the mission's programs while ensuring the safety of the staff.
  • As key person in the supply chain, the Logistics Officer oversees the purchase and all related activity (transport, customs clearance, storage...) with the procedures and tools defined with the Logistics Manager. Within the logistics department, he/she must be able to replace any person who is absent for any reason or provide assistance in the event of an emergency (driver, etc.). To this end, he must know all the updating procedures and the documents necessary for these tasks.
  • Depending on the evolution of the context of the mission, other logistical tasks may be assigned to him/her with the coordination agreement.

 4 / Activities of the logistics officer

The Logistics Officer is responsible for :

National and/or international purchases

The logistics Officer must be carried out in compliance with MDM procedures.

  • Reception of orders, selection of the procedures needed, purchasing, packaging, organising transport and delivery.
    • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints.
    • Receive, approve under supervision of the Logistician and process requests for quotes and internal order forms.
    • Preparation of purchasing documents and draft the contracts in Coordination with the LogAdminCo
    • Select suppliers and negotiate prices, deadlines, and delivery methods.
    • Process purchasing, ensuring that approval rules and procedures are observed.
    • Ensure that purchasing documents are complete and archived in keeping with MDM procedures.
    • Regularized all purchases files (signature to have, derogation letter…).
    • Update of price lists and supplier files.
    • Update the purchase follow-up tools.

Vehicle fleet management

The logistics Officer ensures the movement of goods and people in complete safety.

  • Negotiate vehicle rental contracts.
  • Supervise the team of drivers, including scheduling, in line with MDM HR policies.
  • Supervise the planning and execution of maintenance and repair work on mission vehicles.
  • Establish vehicle movement schedules.
  • Ensure that a complete breakdown kit is available on board all vehicles.
  • Ensure that drivers are aware of their obligation to adhere to MDM safety rules and procedures.
  • Check that vehicle logbooks are in place and are used correctly.
  • Apart from administrative formalities, he/she must also be familiar with the means of transport available locally and their price in order to be able to organize the transport of both staff and merchandise. Identify safe taxis for movement of the team.

Management of accommodation (guesthouses, offices, stores…)

The logistics Officer is responsible to create a good working environment.

  • He/she is in charge of locating possible buildings or houses for rent. He/she must also manage the installation of material and equipment in the buildings, according to the standards set by the mission.
  • Ensure the regular order for the guesthouse (food, water, cleaning products…)
  • Ensure the maintenance of the base (electricity, repairs) and the security according to contracts.
  • Upgrade and develop facilities for the leaving area of the expatriate.
  • Supervise the team of guards, including scheduling and the service of cleaning, in line with MdM HR policy.

       Stock & deliveries

       The logistics Officer ensures the proper functioning of the mission's programs.

  • Ensure appropriate storage network & stock management to allow efficient rotation of material.
  • Identify & settle warehouses/storage space based on needs.
  • Ensure goods transportation means are secured as per needs.
  • Coordinate & follow-up deliveries & liaise efficiently with suppliers for problem solving.
  • Maintain a regular information across teams about stock levels & expected lead-times.
  • Manage periodic inventories, stock availability and variance investigations.

Equipment & asset management

The logistics Officer ensures the communication needs of the mission's programs.

  • Deploy an efficient asset/equipment allocation & maintenance plan at the base office.
  • Anticipate needs for assets and liaise with General Coordinator & Finance Officer/Coordinator to anticipate budgets accordingly.
  • Maintain an up-to-date asset / equipment inventory, including proper asset labelling; investigate and document any loss or damage.
  • Manage random asset inventories to check the monthly asset follow-up reliability and take the needed corrective actions.
  • Manage asset maintenance plans, control & optimize related costs.
  • Organize regular staff trainings and refreshers (right use of computers & radios, installation & use of generators, etc).
  • Manage assets donations, obsolescence & replacements over the time in compliance with internal & external regulations.

The monitoring of safety rules

The logistics Officer under the general coordinator.

  • Ensure implementation of the security protocols by the drivers and guards, as well as through procurement procedures and any other areas of work.
  • He identify / book a hotel in a safe area where the team will stay when arriving and until the office / guesthouse is ready.
  • Identify an office, guesthouse, in a safe area as well as all necessary costs related to security.
  • Monitor the security context with MDM team and provide guidance to teams/sites as required.
  • Ensure that the Security Risk Management Plan is well respected.

Required profile

§  Diploma / certificate in Logistic Management

§  Degree-level education

§  At least 2-3 years of professional experience, in logistics.

§  At least 1 previous experience with an I.NGO is required

§  Experience dealing with suppliers and following procurement procedures

§  English is mandatory (oral and written)

§  Good excel skills

§  Experience in working in challenging environment.

§  Experience in fleet management; management of different means of transportation

§  Ability to work in emergency, to set up a logistical base and build up an operation,

§  Ability to work quickly, under pressure, and with short deadlines,

§  Experience in managing a large team and work in an international team (diplomacy is compulsory, but strong management also),

§  Technical skills in: Security, supply chain, stock, team management, IT, rehabilitation and shelter,

§  Be aware that Logistics is also paperwork, excel files and word documents,

§  Negotiation skills.
