Nature of the consultancy:  Supervision of the construction works and installation process for the implementation of the CCTV / ANPR systems at three selected BCPs (Otaci, Palanca, Criva).

Project Context and Scope:

Present in Moldova since 2001, IOM, as the UN migration agency, endeavors to work with national authorities and in partnership with stakeholders from the international community to assist in meeting the operational challenges of mixed migration flows, while in the same time upholding the human dignity and well-being of migrants, advancing understanding of migration management issues, improving coordination and efficiency of national decisions based on a revised migration governance architecture, and supporting social and economic development through tailored migration management initiatives at both policy and technical level. IOM recognizes the need to establish adequate response mechanisms and strengthen an integrated approach to border management to ultimately facilitate, assist and protect conflict-affected populations crossing borders and ensure that safe pathways are guaranteed by rights-based policies and procedures.

During the last four years, Ukraine and Moldova demonstrated high political commitment and achieved good progress   in enhanced cross-border movement and higher security of the common border. However, despite of the achievements on both sides, there are still considerable gaps to be addressed for achieving high performance at the BCPs. This concerns poor infrastructure, inefficient equipment, procedural deficiencies and outdated operational modalities foreseen for the BCP staff. Through the EU 4 Border Security Project, supported by EU, IOM Moldova aims to support the national authorities involved in the process of border management, to advance the implementation of the IBM strategy at the border between Ukraine and Moldova through enhancing the BCPs’ operational capacity and achieve high performance border control and surveillance. The ultimate aim is to operationalize joint border management on the common border.

By pursuing enhancement of IBM in the Republic of Moldova and Ukraine, the EU 4 Border Security project would complement other efforts of the Ukrainian and Moldovan Governments implemented with the support of the EU and would contribute to enhancement of cooperation and coordination among the two countries’ agencies responsible for border control and surveillance. This will contribute in turn to simplification of border crossing procedures and reduction of corruption risks and will have a positive impact on border crossing times and on reaching a higher level of efficiency in border control and surveillance procedures. Through this cooperation and establishment of rapid and secure exchange of information on persons, vehicles and goods, with due regard for personal data protection, adequate integrity and security of the border areas will be ensured. This will implicitly contribute to better trade flows, lower incidence of cross-border crimes at the BCPs and the blue border, thus improving socioeconomic collaboration between the two countries and overall stability of the local communities, resulting in improved well-being and economic development.

In this context, the supervising engineer, under the actions supported by the EU 4 Border Security project, under the overall supervision of the Chief of Mission and the direct supervision of the Project Coordinator, will be providing effective and efficient support to the IOM Project Management Teams, as well as the direct project beneficiaries, namely the Customs Service (MD CS) of Moldova, State Customs Service of Ukraine (UA SCS), General Inspectorate of the Border Police (MD GIBP) of Moldova and the State Border Guard Service (UA SBGS) of Ukraine; and in close coordination with the European Union Border Assistance Mission (EUBAM).

The project aims at enhancing the inter-agency cooperation through establishment of a video-control system (CCTV/VICOS and Automatic number-plate recognition (ANPR)) at some of the busiest road border crossing points (BCPs) the Moldovan-Ukrainian border, and supporting the exchange of video information and data between the targeted Border Crossing Points. Hence the incumbent is expected to have distinct expertise and vast experience in construction works and supervision of construction projects, especially those involving the activities for the installation of cameras, monitoring and surveillance systems, including the relevant infrastructure works, and other similar construction projects.

Under the present Terms of Reference, IOM Moldova is seeking qualified expertise from Consultant(s) or an enterprise/company that will offer specialized services to facilitate rehabilitating and enhancing the premises of selected border crossing points, installing, and fully equipping the BCPs with the ANPR and CCTV cameras, and other necessary infrastructure for this purpose, for the effective functioning of a video registration and number plates recognition system, which could be used by both Moldovan and Ukrainian border and customs authorities.

Under the overall guidance of the IOM Chief of Mission and Programme Coordinator – Migration Governance, and the direct supervision of Programme Officer/IBG Unit, the incumbent will:

Assist the project team and involved governmental partners in preparing the tender documents for the realization of construction and installation works for the full implementation of ANPR and CCTV systems at the selected BCPs (Criva, Palanca, Otaci).

Participate in the informative meetings in the tender selection process, to inform the applicant companies on the specific planned works in the selected BCPs and other particularities.

Verify and identify the best offers and examine other documentation sent by the companies participating in the tenders organized for the construction and installation works at the relevant BCPs, (Otaci, Palanca, Criva).

Assist the implementation team and project partners to select the most relevant providers for the provision of construction and installation works of the CCTV and ANPR systems at the selected BCPs (Otaci, Palanca, Criva), at a „turnkey” finish level.

Monitor the implementation and realization of works at the selected BCPs, according to the existing blueprints, where they exist.

Where there are no blueprints (Otaci BCP), the monitoring of the implementation and realization of works at the selected BCP will be performed based on a general plan and scheme for the installation works, produced by the selected construction company, to ensure that the quality of installation works of the ANPR and CCTV equipment as well as other relevant equipment is done according to the highest standards. The Engineer Consultant will support and oversee the development of the respective general plan and scheme for the installation works, being guided by the available terms of reference for installation of the ANPR and VICOS systems at the Otaci BCP.

Provide monitoring reports regarding the level of implementation of the construction and installation works at the selected BCPs, on monthly basis.

If identified, provide and file reports regarding the issues and infringements identified during the construction and installation works with the relevant argumentation included, especially in cases of the low quality of installation and construction works, mismanagement, theft, realization of works with deviation from the existing blueprints, or other similar actions which may negatively influence the high quality of the final works.

Prepare and submit final conclusive reports regarding the quality of realised works, compliance with the provided blueprints/general plan and scheme, recommendations to IOM and MD CS beneficiary regarding the completion of works clearance and recommendations for further improvement of the existing CCTV and ANPR infrastructure.

Payment Modalities

The consultant will be home based, with possibility to travel to Moldova or other location as needed. In case of travel, depending on the COVID-19 travel restrictions, the flights and daily subsistence allowance (per diem) at the official applicable UN rates will be covered separately by IOM Moldova. Any other administrative arrangement shall be a consultant’s personal liability.

The payment will be done in 2 (two) instalments, first upon submission of the deliverables 1 and 2, and the second after the submission of the deliverables 3 and 4.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.             

Performance indicators for the evaluation of results

The consultant’s performance will be evaluated by the Migration and Development Programme Coordinator:

  • Timeliness. Satisfactory completion of tasks indicated in this TOR
  • Quality of the analysis and the delivery of requested support
  • Quality of the detailed Terms of Reference
  • Feedback from the stakeholders.

Education, Experience and/or skills required

  • Bachelor’s Degree or higher in Civil Engineering, Engineering, Architecture Construction or related field;
  • Fluent Romanian language. Good knowledge of English will be considered as asset.

EXPERIENCE

  • A minimum seven (7) years of relevant experience in designing and/or managing construction engineering projects;
  • Experience in the field of technical supervision with valid certification will be considered as asset;
  • Excellent analytical skills, as well as reporting skills for clear and concise information, including  recommendations on the basis of analyses;
  • Excellent ability to collaborate with national institutions;
  • Personal commitment, efficiency, flexibility, drive for results;
  • Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds;
  • Strong understanding of the Moldova context is an asset.

OFFICIAL CERTIFICATION

  • Holding of the required public certificates and authorizations required for supervision of construction and electrical grids installation works.

       LANGUAGES

For this position, good English command is required. The knowledge of Romanian is a key asset.

Travel required: Under this contract travel is required within the country.
