Position summary and job purpose:    Tetra Tech is recruiting a local, part-time, Site Supervisor currently based in Chişinău, Moldova to support the implementation of the USAID administered Moldova Energy Security Activity (MESA). The objective of MESA is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

The Site Supervisor will be provide onsite construction supervision and quality assurance for small-scale construction projects in Chisinau and other project sites, including but not limited to energy efficiency upgrades to existing buildings, photovoltaic (PV) installations and fiberoptic cable installations.

Position responsibilities:

 - Provide daily coordination between the construction subcontractor, design subcontractor and equipment provider (all managed by MESA);

 - Conduct daily site visits when work is being conducted.  Conduct periodic site visits when work is not being conducted.

 - Records/logs daily activity on the site;

 - Provides coordination between stakeholders and construction subcontractor;

 - Provides technical support and advice including responding to RFIs and reviewing of submittals;

-  Performs quality assurance onsite;

-  Provide reporting and communication to Construction Project Manager (schedule, safety, progress, issues, etc.);

-  Ensure construction subcontractor complies with their approved health and safety plan (HASP);

-  Verifies adherence to designs and specifications;

-  Verifies that the construction subcontractor is installing approved materials;

-  Checks and monitors defect rectification, issues nonconformance reports (NCRs);

-  Drafts construction activity report;

 - Reviews construction subcontractor invoices to verify work completed/quality prior to approving payments;

 - Solve problems related to construction and design;

 - Reports to Construction Project Manager;

 - Perform work in a team-oriented environment.

Essential KSA’s required (experience, skills, education, certification, etc.):

-  Bachelors degree in civil engineering or a comparable discipline;

-  Moldovan engineering certification;

-  At least 5 years of experience managing construction projects of similar complexity;

 - Must have demonstrated knowledge of infrastructure and construction norms (e.g., quality and practices) in Moldova; as well as local electrical codes;

 - Experience with installation of electrical systems required;

 - Knowledge of applicable codes and standards;

 - Proficiency in Microsoft Project, Word and Excel;

 - Proficiency in Romanian and English, both oral and written;

Valued but not required KSA’s:

·         Experience working on USAID or donor-funded construction activities preferred but not required.
