Job Summary:
As the Russian invasion expands in Ukraine, an enormous humanitarian crisis is developing across the country and region. The United Nations (UN) estimates that more than four million Ukrainians will be forced to flee the country if there is no cessation of the invasion, while millions of others will be displaced internally within Ukraine. Neighboring countries are quickly easing entry restrictions and preparing to host large numbers of refugees, as cars are lined up for miles on the Ukrainian sides of borders.
As a member of the CRS Moldova team, and in close coordination with Caritas Moldova, your organizational skills and service-oriented approach will provide efficient and effective support for Catholic Relief Services’ (CRS) work serving conflict-affected Ukrainians in Moldova and staff.
CRS is hiring for this position for 6 months, with the opportunity to extend. CRS will also consider consultancy agreements for candidates who prefer this option.
Job Responsibilities:
- Assume responsibility for leading the operation, ensuring appropriate links with CRS structure (Operations and Program departments).
- Advocate for and design operational strategies considering partners’ respective capacities.
- Lead and where appropriate (or required) provide technical support, capacity development and engage with the country office/partners/network members to design and deliver an appropriate humanitarian response which are in line with our humanitarian approach.
- Monitoring the humanitarian risk and provide information to region.
- Ensuring mapping of inclusive emergency response projects in close cooperation with network members and country offices.
- Supporting development and implementation of emergency response projects CRS office, network members and implementing partners.
- Leading and supporting the initial phase of humanitarian responses in collaboration with relevant, partners.
- Resource management: Advise on the need of human resources, support deployments in coordination with the Country and Regional offices, HR departments, and have overall responsibility for personnel management.
- Leading project and programme monitoring, evaluation, learning and reporting in collaboration with country, network members and/or implementing partner staff
Typical Background, Experience & Requirements:
Education and Experience
- Minimum five (5) years of professional work experience in emergency management, public safety, emergency preparedness and response, or related field, supervision or supervisory training.
- Emergency preparedness-related training, certificate, diploma/degree; Bachelor’s degree in any other related field. Experience may substitute for some education.
- Proficiency in Microsoft Office applications (Excel, Outlook, PowerPoint and Word).
- Fluency in Romanian and English; knowledge of Ukrainian/Russian will be considered a plus.
- Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.

- Ability to conduct research and develop emergency preparedness plans.
- Ability to use small office equipment and computers.
- Ability to implement new technology systems.
