Background
Globally, UNDP is working to maximize the developmental benefits of human mobility and to mitigate any negative consequences. UNDP works with partner countries to balance short-term responses to addressing the impacts of emigration with long-term sustainable development solutions. UNDP addresses migration through development lenses.
The Moldovan Government (GoM) has increasingly recognized the potential of the diaspora as a catalyst for its development efforts and acknowledges that, if addressed and managed properly, human mobility can also bring opportunities and improvements in the country. The GoM migration policy focus shifted from a management and control perspective to capitalizing on the opportunities provided by migration.
The UNDP intervention has helped translate this approach into more comprehensive and systematic engagement by developing a comprehensive approach to make emigration work for local development.
The initiative, started in 2015, was implemented within the framework of the Swiss-funded Migration and Local Development Project (MiDL / phase I). It aimed to connect Moldovan emigrants with their native localities in Moldova and to meaningfully engage them at all stages of community development, transforming emigration into an opportunity. During the pilot phase, 38 communities have been supported to pioneer a new DMD model, which resulted in improved local infrastructure and local services with tangible benefit for over 310,000 citizens.
Building on the sustainable results achieved during its first phase of implementation, the objectives of the second phase of the MiDL project (2019 – 2022) are:
Potential, current and returned migrants in the Republic of Moldova benefit from complex employment support services.
Community members including the migrants are significantly involved in local development processes.
The Project’s overall objective is to maximize the impact of migration on socio-economic development through an enhanced institutional framework and involved Diaspora.
To that end, the project envisages a comprehensive, tailor-made and multi-layered capacity building support for its beneficiaries to enable them to achieve the objectives and goals of the project.
Duties and Responsibilities
The Communications Analyst will ensure, in line with the Project scope, the provision of the following development services and products pertaining to an effective communication and public outreach:
1. Ensure the effective management of the project’s communication plan
Review, implement and continuously monitor the project’s communication, using appropriate feedback mechanisms and monitoring tools;
Establish meaningful partnerships with mass-media, at the local and national levels;
Coordinate the activity of the project’s national consultant(s) in the field of communication and public outreach;
Ensure synergies with other programmatic partners on joint outreach, communication and capacity building activities;
Identify appropriate suppliers for the provision of goods/services required for the implementation of the communication plan;
Ensure compliance with all corporate rules and regulations of UNDP and the Donor organization in the field of communication and visibility promotion, efficiently cooperate with the UNDP and NPSA Communication Officers;
Provide solid inputs to project’s analytical products, work plans, progress reports, and fundraising efforts, in the area of responsibility, etc.
2. Ensure the visibility of the project’s component results
Document best practices (via articles, success stories, interviews, press releases, etc.) and ensure wide dissemination and visibility of project achievements in the national media as well as in the local and regional media/websites;
Design concepts for communication products and oversee their implementation;
Organize press trips in MiDL partner communities and ensure media coverage;
Prepare and conduct communication trainings for the Project team, consultants and stakeholders;
Support the communication capacities of partner communities (including representatives of HTAs and LPAs) and coordinate the support offered to project partners in the area of communications and visibility (Ministry of Labour and Social Protection, National Employment Agency, State Chancellery), with a focus on their development initiatives and opportunities;
Provide support to the project on the conceptualization of new initiatives aimed at enhancing the attractiveness of local development, investment, and business opportunities.

Required Skills and Experience
Education:
Master’s degree in Journalism, Communication, Public Relations, Sociology, International Relations, or another relevant field.
Bachelor’s degree in combination with two years of relevant experience can be taken into consideration in lieu of Master’s degree.
Experience:
2 (two) years of progressive experience in communications, mass-media and/or public relations is required, with Bachelor’s degree.
Experience in the development and implementation of media/communication strategies and plans.
Experience in conceptualizing and implementing national and local public outreach/communication campaigns.
Skills:
Excellent written communication skills, with analytic capacity and ability to identify relevant findings.
Ability to creatively communicate concepts in an engaging and simple way.
Ability to share knowledge and experience within the team and with external partners / stakeholders.
Experience in the design and delivery of trainings and workshops, as well as facilitation of public events.
Pursuit of continuous personal learning and ability to apply newly acquired skills.
Analytical capacity and ability to identify relevant findings and prepare communication materials in a clear and result-based manner.
Additional Requirements:
Proven experience in similar positions in development programs will be considered an advantage.
Experience in mainstreaming gender and human rights aspects will be an advantage.
Required Languages
English, Romanian and/or Russian
Professional Certificates
Additional training and/or certification in communication and/or new media would be an advantage.
Institutional Arrangements
Under the guidance and direct supervision of the MiDL II Project Manager, the Communication Analyst shall contribute to an effective and efficient implementation of the project’s communication and outreach plan, contributing to an increased visibility of the policy and local development components’ results.
