Background
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). Within the UNDP, the Global Policy Network (GPN) is the engine for thought leadership, UNDP’s programmatic work and a vital delivery mechanism of our integration function. The GPN also draws on expertise globally to provide more effective responses to the complex development challenges countries face in achieving the SDGs and responding to crisis in an integrated and coherent manner. The SDG Integration Team located with the GPN aims to build a coherent and consolidated menu of services emphasizing direct short-to-medium-term engagements to respond rapidly to requests from country offices for support on national implementation and monitoring of integrated policy solutions, qualitative and evidence-driven analysis for accelerated progress, and knowledge sharing and upscaling of innovative approaches to sustainable development.
The SDG Acceleration Diagnostic initiative aims to build a diagnostic approach that creates evidence-based policy options and combines with systematic interrogation of feasibility to drive development impact in the decisive decade. It will be developed through a stakeholder-centred design approach prioritizing iterative testing and prototyping to create holistic and evidence-based diagnostic roadmap. This process will establish best-in-class approaches to connect analytical capabilities and modeling to assess context and develop options, with qualitative methods to evaluate the options against potential bottlenecks. The roadmaps developed will be country and context specific, building from countries’ current development plans and priorities, serving to identify bold policy choices, needed investments and development pathways that can accelerate the most pressing SDGs in a given country and support a fair, sustainable recovery from COVID-19. The diagnostic tool is a journey for which there are options and considerations specific to the context in which SDG accelerators are being identified. The digital foundation for the SDG acceleration diagnostic makes the entire approach, tools, and country experience available to anyone. The global team with support of the local teams will work with six (6) pilot countries to test the diagnostic during this project through support from leading experts and all analytical insights will be visualized and made available on UNDP’s Data Futures Platform.
In Moldova, the initiative is planned, developed and implemented with strategic leadership and support of the State Chancellery and in cooperation with the whole of Government and key line ministries. This work is part of the institutional building and strengthening effort and evidence-based policy support of UNDP to the State Chancellery and the Government at large.
Scope of work
The National Planning Policy Expert will undertake review for Moldova of all policy and socio-economic analyses and resources, including national SDG framework, revised NDS and sectorial strategies, to identify potential SDG accelerators. The Expert will lead the identification and coordination of relevant national stakeholders for the diagnostic process. Through this research and engagement, the Expert will lead on the development of the SDG Action Compact for Moldova. The Expert will receive support and guidance from the GPN, SDG Integration Team and Moldova CO teams and will cooperate with similar experts in other pilot countries, including Indonesia, Iraq, Namibia, Peru and/or South Africa.
Specifically, the consultant shall focus on:
- Undertake a review for Moldova and synthesize the SDG current-state and country-level landscape through policy and socio-economic analyses and financing frameworks.
- Identify multidisciplinary national stakeholders to partake in dialogues to ensure the right people are in the room. Take part in structured dialogues with multiple stakeholders to identify optimal acceleration pathways and points of intervention, building off analysis from desk review. Contribute to development of a report of findings and recommendations from the dialogues.
- Undertake rigorous assessment of findings from the desk review and dialogues to identify the best options and pathways and develop of SDG Acceleration Compact with country stakeholders and development partners. This compact will identify required activities, resources, timeline, and responsibilities for implementation. Additionally, it will assess and develop government capacity, where appropriate, to deliver solutions.

Requirements for experience
Education:
- Advanced University Degree in economics, development economics or social sciences with an emphasis on macroeconomics, Macroeconomic modelling, and Computation of CGE models;
- At least 10 years’ experience in applied analysis, research and economic development (required);
- Proven experience in socio-economic policy research at the national and sub-national level (required);
- Related work experience in Moldova (required).

- Planning and Organizing - ability to prioritize, plan and organize own work and ability to integrate work into the work of the unit; ability to monitor and adjust plan and priorities as necessary and to work according to deadline.

Language:
- Fluency in English, Romanian and Russian (required).

Interested individual consultants must submit the following documents/ information to demonstrate their qualifications:
- CV, including information about past experience in similar assignments (including links to any published policy works) and contact details for at least 3 referees;
- Brief description of why the individual considers him/herself as the most suitable for the assignment;
- Offeror's Letter confirming Interest and Availability with financial proposal (in USD, specifying the total lump sum amount). Financial proposal template prepared in compliance with the template in Annex 2.
Financial proposal
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.
In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, taxes, travel costs, accommodation costs, communication, and number of anticipated working days).
Payments of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. Please do not include this price in your lumpsum proposal.
