Coordinators with expertise in operations, procurement, and/or wine sector coordination to support the USAID Moldova High Value Agriculture Activity (HVAA)

The High Value Agriculture Activity in Moldova
Chemonics International, Inc. is seeking coordinators with expertise in operations, procurement, and/or wine sector coordination to support the USAID Moldova High Value Agriculture Activity (HVAA). This six-year project aims to further stimulate the transformation of the Moldovan high-value agricultural (HVA) sector and wine industry into an engine of economic growth for the country leading to improved competitiveness and higher living standards for rural Moldovans in the long term. Moldova HVAA is implemented by USAID contractor Chemonics International, Inc.
Chemonics is seeking individuals with expertise in one or more of the following areas (operations, procurement, and/or wine sector coordination) for two or more coordinator-level positions, which are anticipated to be fixed-term full-time through October 2022. Final position(s) and associated scope(s) of work will be formulated according to project needs and skillsets from candidates. Applicants should indicate their expertise and interest in one or more area indicated below.
Potential Operations Duties and Responsibilities include but are not limited to:
- Monitor and manage service contracts related to facilities and ongoing project operations;
- Coordinate local and international travel for staff and consultants;
- Ensure smooth office functioning;
- Assist with events and logistics organization;
- Maintain and manage petty cash;
- Assist with financial package preparation and coordinate reoccurring payments;
- Assist and coordinate recruitment efforts, annual leave, timesheets, and other relevant HR task;
- Coordinate and maintain inventory;
- Coordinate project closeout efforts;
- Conduct office and operations-related procurements;
- Support closeout efforts for grant activities;
- Support with translation and documentation for grant management;
- Support with monitoring efforts for grantees.
Potential Procurement Duties and Responsibilities include but are not limited to:
- Coordinate full procurement cycles for commodities, services, and subcontracts;
- Release and manage solicitation process, collect offers, oversee and document evaluation processes, conduct due diligence, draft contractual documents, and monitor financial and administrative implementation, and closeout agreements;
- Serve as first line communicator for suppliers and subcontractors;
- Act as primary drafter of all procurement documents;
- Conduct price analyses and assist with budgeting and financial planning;
- Maintain procurement and subcontract files.
Potential Wine Sector Coordination Duties and Responsibilities include but are not limited to:
- Coordinate all activities related to the wine sector in HVAA’s approved Work Plan;
- Coordinate and oversee wine sector grantees to ensure that grant activity objectives are achieved;
- Coordinate subcontract and grant activities in the Wine sector (including winegrowers, wineries, associations), ensuring partners are on track and have the necessary resources to succeed;
- Support efforts to develop and maintain strong partnerships with key sector stakeholders;
- Coordinate and supervise local and international short-term technical assistance (STTA) consultants, and ensure quality of products from STTA (presentations, training activities, reports, etc.);
- Work collaboratively with the Marketing and Trade Manager to establish market linkages between potential sellers and buyers. As appropriate, work with key stakeholders to arrange participation in trade exhibitions, regional meetings, workshops, and business meetings in the sector;
- Collaborate with the Association Capacity Building Specialist to identify and address capacity building needs of key sector organizations;
- Collaborate with the M&E Manager to gather data on project outputs and impact on the targeted value chains, with a focus on the Wine sector;
- Collaborate with the Environmental Coordinator to identify and address environmental issues related to the sector to ensure assisted organizations meet relevant environmental conditions;
- Assist the Agriculture Policy Reform Specialist and Wine Industry Component Lead to identify, diagnose, and recommend reforms that will address enabling environment constraints that hinder development across the wine industry;
- Contribute to bi-weekly, monthly, quarterly and annual reports related to the wine sector.
Relevant Skills and Qualifications
The qualifications listed below are representative of the knowledge, skills and/or abilities that will be critical to perform the principal duties.
- University degree in relevant field;
- Demonstrated knowledge and experience working in the wine value chain, procurement, and/or operations for relevant position applied for;
- Experience with similar assignments/projects supported by USAID or other donor programs, is preferred;
- Excellent inter-personal communication and mediation skills; team-player;
- Ability to merge technical expertise with strong management capabilities (for wine coordination);
- Ability to work independently while operating in a matrix-style organization, with an emphasis on teamwork;
- Proficiency in English, Romanian, and Russian required, including strong writing skills;
- Proven ability to work professionally and constructively as part of a team, meet deadlines, communicate effectively and deal with diverse partners in challenging environments;
- Advanced computer user skills Power Point, Word, Microsoft Excel.
