Context
The National Congress of Ukrainians of Moldova (NCUM), in partnership with USAID, is seeking a service provider to execute an information campaign as part of the project titled "Integrating Ethnically Ukrainian Communities into Moldova's EU Future." This campaign aims to highlight opportunities for ethnic Ukrainians in Moldova to engage with EU programs and foster social cohesion. The primary focus is to create inspiring video content and engaging social media posts that resonate with the community and broaden awareness of EU-supported initiatives. The campaign will be conducted across NCUM’s social media platforms (Facebook, Instagram, Telegram, Viber, TikTok) to engage both ethnic Ukrainian and Moldovan audience in northern of Moldova, and other ethnic communities in Moldova.
Objectives of the Campaign
• Raise Awareness: Communicate EU program opportunities for ethnic Ukrainians in Moldova.
• Inspire and Engage: Share success stories to foster positive perceptions and motivate community participation.
• Promote Inclusivity: Highlight stories that reinforce a shared EU future among diverse communities.

Video Production:
a. Creation of three short (3-5 minutes) videos featuring real success stories that demonstrate the impact of EU support for the ethnically Ukrainian communities in Moldova (among Local authorities and residence).
b. High-resolution format suitable for social media platforms (Facebook, Instagram, Telegram, Viber, TikTok).
c. Culturally appropriate production in Romanian, with Ukrainian and Russian subtitles provided and vs.
2. Social Media Management:
a. Development of 15 unique posts with engaging visuals to promote the campaign from the abovementioned success stories.
b. Posts should highlight EU programs benefitted Ukrainian community from Northern Moldova, amplify messages from the video stories, and encourage community engagement.
Deliverables
1. Video Content:
a. Produce three 3-5 minute videos featuring success stories, capturing real beneficiaries and their journeys.
b. Provide two language versions for each video: Romanian with Ukrainian and Russian subtitles.
2. Social Media Posts and Visuals:
a. Create 15 posts for Facebook and Instagram, each including a custom visual.
b. Posts should be scheduled consistently (2-3 posts per week) to maintain visibility and align with the campaign objectives.
3. Content Specifications:
a. Videos and visuals should align with NCUM’s brand voice and message, ensuring high-quality, cohesive campaign presentation.
b. All materials must be easily accessible and understandable by diverse audience groups, with translations as required.
Offer Evaluation Criteria
• Portfolio and Experience: Previous experience creating similar content for social impact campaigns.
• Team Qualifications: Expertise of the team in video production and social media management.
• Timeliness: Commitment to meet deadlines and align with the project timeline.
• Cost: Financial offer presented in Moldovan lei, exclusive of VAT, with a breakdown per service component.
Participation File to Include:
1. Registration documents.
2. Bank account information.
3. Portfolio with at least two previous products (link) showcasing experience in similar projects.
4. Org chart of the implementation team.
5. Financial offer in Moldovan lei, exclusive of VAT.
The selected contractor will be notified by November 27, 2024.
Implementation Schedule
STEP 1 - WINNING CONTRACTOR SELECTION
• Notification on November 29, 2024. Contract signing.
STEP 2 - VIDEO AND SOCIAL MEDIA CONTENT CREATION
• Scenarios must be presented no later than December 14th, 2024 for NCUM and USAID approval.
• Filming and editing must be completed no later than January 14th, 2025, covering interviews with community members and stakeholders. All project-related costs must be covered by the contractor and should be included in the offer.
• Development of reals out of filmed 3 videos must be completed no later than 30th January, 2025.
STEP 3 - EDITING AND SOCIAL MEDIA MANAGEMENT
• The first draft of the video series must be submitted no later than January 7th, 2025 with a review period for NCUM’s feedback.
• Content plan for 15 posts must be presented no later than 17th January, 2025. Social media posts will be distributed over the campaign period from January 2025 to March 2025.
Final Deliverables
The final version of each video and all associated social media content should be completed by January 14th, 2025. The provider is required to deliver a summary report of engagement metrics for continuous improvement according to provided templates.
