Assignment Title: Project Coordinator

            The Government of the Republic of Moldova has received financing from the World Bank (Bank) toward the cost of the Moldova Modernization and Improvement of Rehabilitation Services Project and intends to apply part of the proceeds toward payments under the contract for Project Coordinator.

            With this purpose, the Ministry of Health, seeks to contract an experienced individual local consultant in order to ensure the implementation of the strategic objectives of the Moldova – Modernization and Improvement of Rehabilitation Services Project in compliance with the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD), time-frame, and in line with relevant national laws.

            The Project Coordinator is responsible for:

  • Jointly with involved managers, project component coordinators and Project consultants; assure timely implementation of all project activities according to the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD);
  • Assist the Minister of Health along with the Project consultants in management and coordination of project activities with all relevant bodies, including health institutions, governmental, nongovernmental and international organizations, etc.;
  • To assist to the prepare the draft terms of references and perform other activities as requested by Minister of Health;
  • To assist to the prepare the reports as mentioned in Loan Agreement;
  • To assist to the prepare the Implementation Completion Report;
  • To organize and prepare all the relevant documents for the meetings.
  • To timely inform managers of the implementing Ministries about the threats and concerns on Project activities.
  • To coordinate the activity of the Consultants contracted within the Project.
  • To yearly assist to the update the Project Operating Manual and Project Implementation Plan.
  • Manage project staff, distribute the tasks and responsibilities among the project key personnel involved in Project implementation
  • To work along with World Bank Project evaluations missions and assist in organization of meetings with stakeholders.
  • review and improve the procedure for organization of procurement of goods, works and services and make appropriate changes in the Project Operational Manual and implementation procedures for World Bank’s approval;
  • Prepare all reports on procurement to be submitted to the Government of Moldova and the World Bank.

Consultant qualifications:

The following requirements are set up for the Project Coordinator, who will be responsible for the above mentioned activities:

  • University degree in Health or Law or other related field;
  • At least 5 years of practical experience in project management, preferably in the health/social sector and projects implemented by the Governmental Authorities and financed by the international organizations;
  • At least 3 years of practical experience in the Governmental Authorities and/or financed by the state budget;
  • Knowledge of the up-to-date policy of the health and social sector, the strategy and the principles of management would be an advantage;
  • Demonstrated ability to work in teams, communicating with all team members and coaching more junior members of the team;
  • Experience working with Bank-supported projects will be an added advantage.
  • Information analysis and report writing skills;
  • Proficiency in Romanian and English languages.

Project Coordinator shall be engaged on a full-time basis expected to commence September 2024 and be completed by December 2029
