Introduction

Plan International Moldova invites qualified and independent audit firms to submit proposals for the external audit of the Sida-funded "Space to Act" Project (INC100582), implemented under the framework of the Space to Lead Programme.

The project is implemented during the period 1 January 2026 – 31 December 2027 and is funded through a grant of SEK 7,070,749 provided by Sida through Plan International Sweden.

The audit shall be conducted in accordance with the International Standards on Auditing (ISA) issued by the International Auditing and Assurance Standards Board (IAASB), including ISA 800/805 where applicable.

Scope of the Audit

The audit assignment covers three reporting periods:

• Period 1: 1 January 2026 – 30 June 2026
• Period 2: 1 July 2026 – 30 June 2027
• Period 3: 1 July 2027 – 31 December 2027

The audit shall include the financial reports submitted to Plan International Sweden and cover project expenditures incurred by Plan International Moldova and its implementing partners:

• ANIMA
• MOLDOX
• PNTP (Platforma Națională a Tinerilor pentru Participare Activă)

The auditor will be required to express an audit opinion on whether the financial reports are prepared in accordance with the accounting records of the implementing organizations and the financial reporting requirements established by Sida and Plan International Sweden.

Eligibility Requirements

Eligible applicants must:

• Be legally registered audit firms;
• Hold a valid audit license and registration with the Association of Professional Accountants and Auditors of the Republic of Moldova (ACAP RM);
• Demonstrate relevant experience in grant-funded project audits and donor-funded programmes;
• Be independent and qualified to perform the assignment.

Submission of Proposals

Interested bidders are invited to review the complete tender dossier and submit their technical and financial proposals together with all required supporting documentation.
