📢 CALL FOR PROPOSALS – External Audit Services
Caritas Moldova is launching a request for proposals for the external audit of the project:
Project No.: MOL025410
Project Title: Socio-medical support for vulnerable elderly in Moldova
Project duration: 01.09.2024 – 31.08.2025
Budget: € 75,000
Donor: Renovabis e. V.
🔎 Objective
The audit shall provide Renovabis e. V. with evidence of the proper and correct use of project funds in line with the project contract, budget, and relevant regulations.
📍 Scope & Location
Period under review: 01.09.2024 – 31.08.2025
Location: Caritas Moldova headquarters (where project bookkeeping is done)
Standards: ISA 800 Revised, national regulations, and donor requirements
The auditor will assess:
✔ Propriety of accounting records and compliance with the project contract
✔ Internal control mechanisms
✔ Bank account management and authorisations
✔ Grant disbursements and currency conversions
✔ Local and third-party contributions
✔ Procurement procedures
✔ Payrolls, fees, taxes, and social contributions
✔ Inventory and use of project assets

📑 Deliverables
Draft Audit Report: by 29 October 2025
Final Audit Report: by 31 October 2025
Reports must include: Statement of receipts & payments, compliance review, inventory list, deviations (if any), and recommendations.
📝 Selection Criteria
Experience in auditing non-profit organisations (at least 3 similar references) – 40 points
Financial proposal (fee + detailed expenses) – 50 points
Time requirements – 10 points
