Tender no. 83400881 for the contracting of a technical expert to support in the implementation of Energy Efficiency Projects

The German Development Cooperation through GIZ is looking for an individual technical expert to provide support to the project “Modernisation of Local Public Services in the Republic of Moldova” in the implementation of EU financed Energy Efficiency Projects.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than January 24, 2022; time 17:00.

The short-term expert shall meet the following criteria:

  • Min 10-years of experience in heating and ventilation systems (as a main task);
  • Background in engineering and civil works;
  • Previous work experience with at least 3 international donor organisations;
  • Have a solid knowledge of local and international legal norms in construction;
  • Experienced in energy efficiency of buildings;
  • Languages skills: English (at least B2 level or similar), Romanian and Russian as native speaker.

Applications shall include:

  • Detailed CV with all contact details and letter of interest, explaining the motivation for the consultancy;
  • Financial offer, including gross daily rate in MDL and the total amount per up to 70 workdays of assignment, for the period February 2022 to September 2022.

All personal data are for the internal use of GIZ; confidentiality guaranteed.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.

 

Bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV) and 30% for the financial offer.

Shortlisted candidates might be asked for an interview and additional information.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83400881) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chișinău), not later than January 26, 2022; time 15:00

 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
