Assignment Title: Senior Forest Specialist, part time position

Moldova “Restoring Ecosystems for Marine Pollution Prevention” (REMAP) Project, financed by the Global Environment Facility (GEF) and supported by the World Bank, is implemented through the National Office for the Implementation of Environmental Projects (NOIEP) under the Ministry of Environment (MoE). REMAP is a flagship national initiative promoting Nature-based Solutions (NbS) to restore ecosystems and reduce land-based pollution in the Dniester River Basin. The project aligns with Moldova’s priorities under the EU approximation agenda, the Kunming–Montreal Global Biodiversity Framework, and the Paris Agreement, demonstrating that healthy, community-supported ecosystems underpin climate resilience and sustainable livelihoods.

REMAP is structured around three components: Institutional Capacity Development and Community Engagement, Landscape Restoration and Watershed Management, and Project Management, Monitoring, and Communication. The interventions under this assignment will focus on state and community forestlands within the Dniester River Basin, excluding legally designated protected natural areas. The project actively encourages voluntary participation and collaboration of private landholders, women, and vulnerable groups in awareness, co-monitoring, and benefit-sharing initiatives to ensure long-term sustainability of forest-ecosystem restoration efforts.

The Senior Forest Specialist (SFS) will serve as the technical and operational interface between forest restoration activities under Component 2 and community engagement processes under Component 1. The role focuses on ensuring that forest restoration interventions are technically sound, ecologically functional, socially inclusive, and aligned with national forestry regulations, NbS principles, and World Bank requirements. The specialist will also support the preparation and initial implementation of the Green Shield Project as needed.

The minimum qualifications and experience for this position are:

1.     Education:

-      Advanced university degree (Master’s or higher) in Forestry, Ecology, Environmental Science, or Natural Resource Management.

-      Specialized experience in close-to-nature silviculture or NbS application; additional experience in ecosystem restoration is an asset.

2.     Professional Experience:

-      At least 10 years of relevant professional experience in sustainable forest management, forest restoration, or ecosystem rehabilitation.

-      Proven record of supervising and monitoring field-based interventions involving SFEs or equivalent entities.

-      Experience in community-based natural resource management, including participatory planning and benefit-sharing mechanisms.

-      Familiarity with FRM systems, natural regeneration techniques, and biodiversity-oriented silviculture.

-      Previous engagement in GEF, World Bank, or EU-funded projects is an advantage.

3.     Knowledge and Skills:

-      Good understanding of World Bank’s ESF/ESS, national environmental legislation, and EU approximation processes.

-      Excellent analytical, drafting, and reporting skills.

-      Proficiency in standard office software and GIS or remote-sensing tools used in forest monitoring.

-      Fluency in Romanian is mandatory; working knowledge of English is an asset.
