The German Development Cooperation (GIZ) is recruiting a Public Financial Management (PFM) Advisor on Budget Execution, Treasury and Financial Reporting to join the “Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government and the European Union.

This position is planned to start on 1 May 2026 and last until 31 December 2027 with the possibility of extension.

The Advisor will be responsible for providing technical advisory services under the Multi-Donor Action ‘Public Finance and Tax Administration Reform for EU Accession in Moldova’.

The position is based in Chișinău.

Key responsibilities include:

  • Provide technical advisory services to Ministry of Finance (MoF) counterparts on budget execution, treasury operations, accounting and reporting
  • Lead technical implementation of the output on budget execution, with a focus on multiannual commitments, cash management and the application of IPSAS/NPSAS-based standards
  • Design capacity building measures for MoF staff and other institutions on budget execution processes, accounting standards and financial reporting
  • Provide technical expertise on selected public investment and public procurement reform topics, ensuring consistency between budget execution and investment and procurement practices
  • Contribute to the monitoring of reform progress in the area of budget execution and support evidence-based policy dialogue with MoF counterparts
  • Manage consulting and support contracts to project partners as well as steering external short-term experts.

Required qualifications and experience:

  • Master’s degree in economics, public finance, accounting, public administration or a comparable qualification.
  • At least 5 years of relevant professional experience in public finance management, with a strong focus on budget execution, treasury operations, public sector accounting and financial reporting.
  • Demonstrated practical experience with budget execution processes, including multiannual commitments, cash management and commitment control systems.
  • Proven expertise in public sector accounting standards, including IPSAS and/or national public sector accounting standards (NPSAS).
  • Solid understanding of treasury systems, financial reporting frameworks and internal financial controls in the public sector.
  • Professional experience in public investment management and/or public procurement processes, particularly regarding their interface with budget execution.
  • Experience advising Ministries of Finance or comparable public finance institutions is strongly preferred.
    • Experience in EU-funded or other international development cooperation programmes is an asset.
    • Strong analytical skills and the ability to translate technical financial information into clear recommendations and capacity development measures.
    • Experience in designing and delivering capacity building measures in the area of budget execution and financial reporting.
    • Excellent command of Romanian and English (written and spoken); knowledge of Russian is an asset.
    • Strong organisational skills, high level of integrity and results orientation; willingness to travel as required.
    • Moldovan citizenship or holding permanent resident status in Moldova.
