Tender no. 7000021856   is seeking to contract a short-term expert for development of practical Moldova-specific Guide for preparing the adaptation component of Sustainable Energy and Climate Action Plans

The overall objective is to support the Guidelines for municipalities and other Local Public Authorities (LPAs), on development of  adaptation component of Sustainable Energy and Climate Action Plans,  aligned with Art. 35 para 5 of Moldova's Climate Action Law, the National Adaptation Programme (NAP), national adaptation monitoring, evaluation and reporting framework and be compatible with the Covenant of Mayors methodology.

The services within the assignment will be provided in the period September 2026 until 30 September 2027.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:

Qualification and skills

  • Advanced degree (Master's or PhD) in climate change, environmental science, climate and/or environmental or related field; Excellent research, analytical and writing skills.
  • More than 10 years of professional experience in climate change adaptation, risk and vulnerability assessment and local climate adaptation planning.
  • At least 5 years of experience of preparation of user-oriented guidance documents, manuals or toolkits for non-specialist institutional audiences in climate area.
  • Experience in management climate projects and/or leading teams and/or multistakeholder contract assignments.  
  • 5 years experience in supporting Moldovan LPAs or comparable small municipalities in climate resilient development planning.
  • 15  years of experience in DC projects 
  • At least 7 years of demonstrated experience of work with local public authorities and specific localities from Moldova on climate resilience and vulnerability assessments.   
  • Excellent research, analytical and writing skills.
  • Language proficiency A1 for Romanian

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

  • Detailed CV with all contact details, underlining relevant professional experience, including references to similar assignments and professional experience.
  • Concept for assignment implementation

2. Financial Proposal, containing (in a separate document):

  • The gross daily rate (brut), as well as a total estimated budget for up to 110 expert-days of assignment, expressed in MDL.

All personal data is for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other docs, as might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Bid’s evaluation will be performed based on the ratio of 70% for the technical aspect (CV + Concept) and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000021856, (b) FINANCIAL BID –7000021856.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise the position, to cancel the recruitment or offer an appointment at a lower grade or with a modified job description.
