The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide a comprehensive baseline assessment of regional economic, energy and digital resilience in selected regions of the Republic of Moldova, within its “Strong Public Services for Local Communities in Moldova” project.

The selected contractor shall perform the assignment in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to generate an evidence-based and measurable baseline on regional economic development, energy resilience and digital inclusion and transformation in selected regions of the Republic of Moldova, including areas of strategic relevance for cross-river cooperation, in order to support the effective targeting, implementation and monitoring of the EU-funded Action "Confidence Building and Social Cohesion in Moldova".

To achieve this objective, the Contractor shall perform the following tasks:

• Conduct a comprehensive review of existing statistical, analytical and policy-related evidence relevant to the target regions and identify gaps for primary search.
• Design and implement a mixed-methods research methodology, including a statistically justified sampling framework and primary quantitative and qualitative data collection to establish a Baseline Indicator Matrix.
• Assess economic resilience, energy-related vulnerabilities and opportunities, digital inclusion and transformation in the selected regions.
• Prepare standardised regional profiles and a comparative analysis identifying key vulnerabilities, resilience factors and development opportunities.
• Produce evidence-based recommendations and final analytical outputs to support the implementation, targeting and monitoring of the EU-funded Action “Confidence Building and Social Cohesion in Moldova.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

1. Technical Proposal, containing:

• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment,
• CVs of the proposed key personnel relevant for the assignment;
• company profile and evidence of relevant experience in comparable assignments
• The self-declaration of eligibility.

2. Financial bid (submitted strictly in accordance with the provided Price schedule template)

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid and 30% for the financial bid.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
