The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, within the project “Energy Efficiency and Renewable Energies in the Republic of Moldova” (E4M) and its Danish co-funded component “Passive House for Moldova” (PH4M), invites qualified organisations to submit tenders for consultancy services to assess study programmes and course units of the Technical University of Moldova relevant to energy efficiency in buildings.

The assignment aims to determine the extent to which energy-efficient and high-performance building design is integrated into relevant bachelor’s and master’s programmes, identify gaps in knowledge, competencies and practical training, and formulate prioritised measures for strengthening curricula and graduate preparedness for the needs of Moldova’s construction sector.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Scope of services

The Contractor shall:

• map relevant study programmes and course units and establish the assessment methodology;
• analyse course content, learning outcomes, teaching formats, practical activities and assessment methods;
• identify gaps through benchmarking against international good practice, higher education quality standards and the current and anticipated needs of Moldova’s construction sector;
• consult TUM representatives, faculty members, students and relevant external stakeholders;
• formulate feasible and prioritised recommendations for revising existing courses, developing new courses or modules and strengthening practical teaching; and
• prepare, using the template provided by GIZ/E4M, Terms of Reference for the subsequent contracting of curriculum-development or revision services.

The tender is open to private companies, public institutions, non-governmental organisations, professional associations or consortia established and operating in accordance with the legislation of the Republic of Moldova.

A successful bidder shall:

• be a legal entity registered in the Republic of Moldova for at least 12 months before the tender submission deadline; and
• ensure that the bidder and the proposed experts have no actual or potential conflict of interest with TUM.

The tender shall include:

• a technical offer, presenting the bidder’s understanding of the assignment, proposed methodology, work plan, expert team and relevant experience; and

• a financial offer, presenting the proposed costs in Moldovan lei, VAT 0.

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid (Concept and CVs) and 30% for the financial bid.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 13.08.2026, time 17:00. The subject of the email must always state the transaction number (7000019025). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000019025, (b) FINANCIAL BID – 7000019025.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial bids containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
