
The German Development Cooperation through GIZ is seeking an agency specialized in strategic communication, campaigning and social media management. The services within the assignment will be provided in the period between July 2026 – February 2027.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team leader should meet the following criteria and qualifications:
Tasks of the team leader
- Overall responsibility for the milestones and deliverables provided by the contractor (quality and deadlines)
- Coordinating and ensuring communication with GIZ, partners and others involved in the project
- Personnel management, in particular identifying the need for subcontracting short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
- Regular reporting in accordance with deadlines
Qualifications of the team leader
- Advanced university degree in Communications, Journalism or Public Relations
- C2-level language proficiency in Romanian and Russian, C1-level proficiency in English
- 15 years of professional experience in the communication sector
- 15 years of professional experience in building communication strategies and campaigning
- 10 years of managerial experience as project team leader
The company’s key expert 1 should meet the following criteria and qualifications:
Tasks of key expert 1
- Overall responsibility for overseeing the subcontracting, development and production of the communication formats
- Steering of scriptwriters, producers, videographers and all other entities involved in the content creation processes
- Copywriting and management of social media channels
Qualifications of key expert 1
- Advanced university degree in Communications, Journalism or Public Relations
- C2-level language proficiency in Romanian and Russian, C1-level proficiency in English
- 15 years of professional experience in the communication sector
- 15 years of professional experience in copywriting, editing and developing communication concepts
- 5 years of professional experience in a leadership position in the communication sector
- 10 years of experience in copywriting and editing in Romanian, Russian and English
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (expert pool of 1-4 persons):
Tasks of the expert pool:
- Content placement
- Copywriting and other social media management related tasks
- Creation and implementation of ad placements
- Monitoring, learning, and reporting
Qualifications of the short-term expert pool
- Experts with a bachelor’s degree or similar qualification in communications, a bachelor’s degree or similar in design, creative art or other relevant field, a bachelor’s degree or similar qualification in data analysis
- C1-level language proficiency in Romanian, C1-level language proficiency in Russian, B2-level language proficiency in English
- experts with 3 years of experience in social media management, 3 years of experience in creative design, 3 years of experience in data analysis
- experts with 3 years of experience in content copywriting and community management, 3 years of experience in graphic design for ad campaigns, 3 years of experience in social media monitoring and analytics
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):
- Brief outline of team composition and up to 6 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples (see Terms of Reference “Further requirements”)
- Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 8 pages);
- Completed “Self - declaration” document provide
2. Price schedule (Financial Proposal form) , containing (in a separate envelope):
- Financial offer shall be in form of the completed price schedule form in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be asked for additional documentation, as it might be required for the contracting.
The bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer (price schedule).

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
