
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova, under the Energy Efficiency and Renewable Energies in Moldova (E4M) project, is seeking a company to support the organization of two thematic study visits, with the possibility of up to two additional visits as an optional service. The purpose of these visits is to provide Moldovan decision-makers with direct exposure to advanced experience in Passive House and energy-efficient building practices, through engagement with relevant institutions, experts, and demonstration sites operating within mature regulatory and market contexts.
The study visits are scheduled to take place in Denmark in May–June 2026 and in the Czech Republic during the second half of 2026. In addition, the contractor may be requested to organize one or two optional study visits in Germany and Romania, depending on project needs. Each visit will accommodate approximately twelve participants representing the project’s key beneficiaries, including the National Centre for Sustainable Energy (CNED), the Ministry of Energy, the Ministry of Infrastructure and Regional Development (MIRD), the Technical University of Moldova (UTM), the banking sector, and other relevant stakeholders. The core programme of each visit will last five working days, with up to two additional days allocated for international travel.
The selected candidate will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Tasks to be performed by the independent consultant:
- Prepare complete agendas and itineraries for all three study visits based on GIZ thematic priorities, including working sessions, site visits, meetings and one cultural evening per visit.
- Translate GIZ priorities into detailed daily programmes (objectives, hosts, speakers/experts, timing and site-visit duration).Coordinate participation of the Moldovan delegation and support preparation of participant lists, briefing materials and formal communications.
- Arrange all logistics: propose international travel options (GIZ will procure tickets), organize accommodation (central location, single rooms, breakfast included), secure local transport, meeting rooms, etc.
- Ensure smooth on-site implementation through continuous coordination with GIZ, hosts and local partners, providing full participant support and managing any unforeseen changes.
- Run daily morning briefings and evening de-briefings to present objectives, logistical details and collect feedback for adjustments.
- Support or moderate sessions with host institutions when required to keep discussions relevant and responsive to participants’ needs.
- Design, administer and collect a short participant evaluation questionnaire (ratings 1–5) and deliver the completed forms and results to GIZ.
- Produce a short summary video (max. 5 minutes, mp4) with site footage and participant impressions/interviews, in English with Romanian subtitles (or vice versa).
- Deliver the final package of outputs including final agendas, participant lists, daily briefs, evaluation results, photos, video and a concise final report.
Institutional Eligibility
Participation is open to legally registered entities with at least two years of experience and proven experience in organizing at least two EU study visits in the last two years, including logistics, agenda, and stakeholder coordination. Consortiums may meet these requirements through one designated member.
The proposed experts should meet the following criteria and qualifications/skills:
Team leader
- Education/training (2.1.1): university degree (BA or equivalent) in Tourism, Event Management, International Relations or related field.
- Language (2.1.2): C1-level language proficiency in English
- General professional experience (2.1.3): 5 years organising international study visits, delegation programmes or technical exchange events; proven track record in managing logistics, stakeholder coordination and programme delivery.
- Regional experience (2.1.6): practical experience organizing visits in EU countries; minimum 2 completed assignments in EU
Key expert 1
- Education/training (2.1.1): university degree (BA or equivalent) in Tourism, Event Management, International Relations or related field.
- Language (2.1.2): C1-level language proficiency in English
- General professional experience (2.1.3): 2 years organising international study visits, delegation programmes or technical exchange events; proven track record in managing logistics, stakeholder coordination and programme delivery.
- Regional experience (2.1.6): experience with EU study visits —1–2 assignments or direct support on at least one delegation visit.
