Assignment Title: Consulting services for monitoring and evaluating teaching practices

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to assess improvements in teaching practices of teachers participating in EQIP-supported training activities through the implementation of four annual monitoring and evaluation studies during 2026–2029.

The contracted company shall be responsible for the design, implementation, analysis, and reporting of four annual monitoring and evaluation studies assessing the dynamic of the quality of teaching practices of teachers participating in EQIP-supported training activities during 2026–2029

The duration of consultancy is 4 years and is expected to begin in April 2026.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • At least 5 years of experience in conducting large scale quantitative and qualitative studies, data analysis and survey-based research;
  • Experience in conducting surveys in the educational sector would be an advantage; Experience in implementation of the studies financed by World Bank or other international bodies would be an asset.
  • Experience in developing methodology for sociological surveys (both quantitative and qualitative);
  • Experience in developing methodology for impact evaluation would be an asset;
  • Experience in implementing classroom observation–based assessments (TEACH or similar tools) would be a strong asset;
  • Experience in statistical analysis of collected data (using SPSS, STATA etc.) and drafting reports;
  • Experience in evaluation of the quality of educational practices would be an asset.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
