Tender no. 7000000359 national communication campaign and awareness raising activities on dual vocational education and training (dVET)

The German Development Cooperation through GIZ is looking for a service provider able to organize and implement a national communication campaign and awareness raising activities on Dual Vocational Education and Training (dVET), within its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to promote the attractiveness of the dual vocational education and training (dVET) system among pupils, their parents, young people from disadvantaged groups, schoolteachers, and local communities through national communication campaign.

To achieve the objective, the company shall perform the following tasks:

  • Development and approval with Ministry of Education and Research (MoER) of the visibility and awareness campaign plan for dual VET, considering specific target groups: students, parents, private sector, schools; and relevant promotion media channels.
  • Development of the necessary visuals (electronic banners dedicated to target groups) to be used on existing promo channels.
  • Development of the specific/dedicated content about dVET and promotion on social media using Facebook, Instagram, and TikTok accounts for the contract period.
  • Organization of up to 30 Open-Door Days in partner companies.
  • Organization of 2 Dual VET Regional Fairs in Cahul and Ungheni.
  • Organization of online and offline events with social assistants and staff within VET institutions responsible for dual training.

The tender is open to private companies, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

  • Part 1: Technical offer,
  • Part 2: Financial offer,

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000000359) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 27.02.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
