The OPTIM Project – “Opportunities through Technologies and Innovation in Moldova” – is a market systems development (MSD) project aiming at contributing towards the creation of improved economic opportunities for Moldovan women and men, with particular focus on excluded groups, through addressing the constraints of the economy in a sustainable and inclusive manner. OPTIM is a project of the Swiss Agency for Development and Cooperation, implemented by HELVETAS Swiss Intercooperation Zurich Sucursala Chisinau.

To document and promote its activities, results and impact stories, HELVETAS Swiss Intercooperation Zurich Sucursala Chisinau/OPTIM Project is launching a call to select a media company that will produce and deliver short story-style/documentary-style videos. The contract is intended to be long-term, and payments will be made per delivered video, according to the project's requests.

 Objective of the assignment

The overall objective of this initiative is to contract a company that will produce 5 to 7 short, narrative, and relevant video materials, to be promoted through the mass media channels of the OPTIM Project’s partners. The topics will reflect the key areas of interest of the OPTIM project:
• Sustainable and modern agriculture;
• IT sector and digitalization;
• Youth and employment;
• Learning and professional development opportunities;
• Advocacy and public-private dialogue.

 Requirements / Profile / Qualifications

Eligibility criteria:

• The company/organization is registered in RM.
• VAT number.
• The total turnover of the company/organisation over the past 2 years.
• The company/organization has no open disputes, execution procedures, reorganization, bankruptcy, or insolvency proceedings.
• All taxes have been paid.

Technical criteria:

• Applicant’s portfolio with references (links) to relevant videos, including at least one example of previous experience with an NGO or public institution.
• Team members with proven expertise, each demonstrating a minimum of 2 years of experience in their area of specialization.
• At least 2 letters of recommendation.

Financial offer 

• Financial offer must be presented in MDL. The fees proposed in this offer should be all inclusive. 

 HELVETAS Swiss Intercooperation Zurich Sucursala Chisinau is not a payer of value added tax (VAT). VAT Exemption Confirmation Letter will be provided. 

 Time frame of the assignment

The contractor will be expected to carry on all services between 1^st September 2025 and 20^th December 2026.

The offer must contain 1 original.

Offers must be submitted in hard copy format only. The outer parcel or envelope shall be marked as: PRF title: Video Production Services, Reference No: 3Q0062025

Offer envelope shall contain:    

1. Eligibility documents – as per eligibility criteria above;  

2. Technical and Financial offer – as per Criteria for evaluation of the Technical and Financial offer.
