Background and context of the project

HelpAge Moldova is implementing the project “Preventing violence against older women in Moldova: Age inclusive support for older women survivors and those at risk” funded by the UN Trust Fund to End Violence against Women (UN Trust Fund).  The project goal is to prevent intimate partner and non-partner violence against older women survivors or those at risk in 10 rural communities from the South and Centre of Moldova.

The purposes of the evaluation

This final external evaluation aims to assess the relevance, effectiveness, efficiency, impact, and sustainability of the interventions implemented throughout the project. It is intended to determine how successfully the project has met its expected outcomes at the individual, community, and institutional levels, as well as to examine the sustainability of both the achieved results and the structures put in place.

In conducting the evaluation, the consultant or team of consultants (hereinafter referred to as the Evaluator) will draw upon the goal and outcome indicators, key project documents, and input from beneficiaries and other stakeholders. Full project documentation will be made available to the selected consultant(s).

Covering the entire project lifecycle, from its inception to completion, the evaluation will analyze each phase of implementation—including the start-up phase, activity delivery, and closing stage. It will also encompass all geographic areas where the project has been implemented, with a mandatory inclusion of at least five of the ten partner communities located across the South and Center of Moldova.

To ensure robust analysis, the Evaluator is expected to visit at least half of the project sites^[1] and engage with 10–20% of the stakeholders involved in the project. This approach aims to offer a comprehensive understanding of both the project’s achievements relative to its objectives and the challenges encountered during implementation. Additionally, the evaluation will help identify lessons learned and generate practical recommendations for future programming.

The final external evaluation is mandatory to meet the following requirements:

1. To evaluate the project from inception to completion (September 2022 – September 2025), against effectiveness, relevance, efficiency, sustainability, knowledge generation, replicability and impact criteria, as well as the cross-cutting gender equality and human rights criteria.
2. To identify key lessons and promising or emerging good practices in the field of ending violence against women and girls, for learning purposes
3. Understand the experiences and impact of the project on older women through the development of 3 case studies, 1 poster of project impact and an Impact Summary Report.

Evaluation methodology

It is expected that the Evaluator applying for the role must propose the evaluation design and methodology. It is suggested to include in it an overall approach and method for conducting a gender-responsive evaluation, as well as the data sources and tools by means of which the most reliable and valid answers to the evaluation questions (within the limits of resources) will be provided.

Key requirements for evaluators:

• Minimum 7 years of experience (3 of which in the Republic of Moldova) conducting external final evaluations of gender responsive projects using international and recognized evaluation standards and methods.
• Experience with program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement
• Solid experience in mixed methods of evaluations (qualitative and quantitative), including participatory and inclusive approaches. Experience in collecting and analyzing quantitative and qualitative data as well as data visualization
• In-depth understanding of gender equality, human rights-based evaluation, and violence against women and girls (VAWG).
• Specific evaluation experiences in the areas of ending violence against women and girls.
• Demonstrated ability to work effectively with a wide range of stakeholders, including civil society, public institutions, and marginalized groups (e.g., youth, women with disabilities).
• A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
• A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
• Fluency in English and Romanian is mandatory. All communication with the project team and stakeholders will be conducted in English; communication with beneficiaries will be in Romanian. Deliverables will be written in English.

How to apply:

• Financial offer containing the overall gross amount for the realization of each activity / deliverable according to the Terms of Reference, as well as a total budget expressed in MDL, net amount.

• Technical offer containing:
  • Cover letter.
  • Company or individual overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, work samples and references (contact data) proving experience in project evaluation.
  • Description of the methodology/approach used in fulfilling the scope, description of the activities and implementation schedule.
  • Brief outline of team composition, CV with contact data of the coordinator responsible for assignment implementation and coordination.
  • If applicable, copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available.
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
