Background and context of the project
HelpAge Moldova is implementing the project “Preventing violence against older women in Moldova: Age inclusive support for older women survivors and those at risk” funded by the UN Trust Fund to End Violence against Women (UN Trust Fund). The project goal is to prevent intimate partner and non-partner violence against older women survivors or those at risk in 10 rural communities from the South and Centre of Moldova.
The purposes of the evaluation
This final external evaluation aims to assess the relevance, effectiveness, efficiency, impact, and sustainability of the interventions implemented throughout the project. It is intended to determine how successfully the project has met its expected outcomes at the individual, community, and institutional levels, as well as to examine the sustainability of both the achieved results and the structures put in place.
In conducting the evaluation, the consultant or team of consultants (hereinafter referred to as the Evaluator) will draw upon the goal and outcome indicators, key project documents, and input from beneficiaries and other stakeholders. Full project documentation will be made available to the selected consultant(s).
Covering the entire project lifecycle, from its inception to completion, the evaluation will analyze each phase of implementation—including the start-up phase, activity delivery, and closing stage. It will also encompass all geographic areas where the project has been implemented, with a mandatory inclusion of at least five of the ten partner communities located across the South and Center of Moldova.
To ensure robust analysis, the Evaluator is expected to visit at least half of the project sites[1] and engage with 10–20% of the stakeholders involved in the project. This approach aims to offer a comprehensive understanding of both the project’s achievements relative to its objectives and the challenges encountered during implementation. Additionally, the evaluation will help identify lessons learned and generate practical recommendations for future programming.

Evaluation methodology
It is expected that the Evaluator applying for the role must propose the evaluation design and methodology. It is suggested to include in it an overall approach and method for conducting a gender-responsive evaluation, as well as the data sources and tools by means of which the most reliable and valid answers to the evaluation questions (within the limits of resources) will be provided.
