The German Development Cooperation through GIZ is looking for a service provider able to assess the WSS infrastructure and water pollution sources along the Moldova-Ukraine border within the Dniester river basin and to identificate the optimal project implementation area, within its “Support in coping with the consequences of the war for the water supply in the border region of Moldova and Ukraine” project.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to private companies, public institutions, non-governmental organisations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. If a legal entity from Moldova is contracted, it may subcontract experts from Ukraine. For a consortium a cooperation agreement should be included in the technical offer. In the case of a consortium, the lead entity shall be legally registered in the Republic of Moldova, while partner organization(s) may be legally established in Ukraine.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova,
• Provide excellent in-house expertise in WSS sector, as well as solid backstopping support,
• Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person,
• Provide track record of working with the Government institutions / development organizations both in MD and UA.
• Comply to the principles of Quality Management regarding the organization and implementation of consulting services.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer (in a separate envelope) according to the description within TOR at section 6
• Part 2: Financial offer (in a separate envelope), detailed budget expressed in Moldovan Lei, VAT 0, According TOR section 6.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83489019) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 09.06.2025, time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
