The German Development Cooperation through GIZ is looking for a service provider able to support development and strengthening of the dual Vocational Education and Training (dVET) system on the left bank of the Dniester, within its “Strong Businesses and Communities for Moldova” project.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to build on the progress achieved so far by further expanding the dual approach to Vocational Education and Training and enhancing the attractiveness of the dVET system on the left bank of the Dniester. The assignment aims to develop and implement sustainable measures to strengthen the capacities of stakeholders involved in dVET implementation and promote the economic and social empowerment of young people, including those from vulnerable groups, in line with best practices and proven models.

To achieve the objective, the service provider shall perform the following tasks:

• Conduct a comprehensive survey on labour market demand to identify the most sought-after professions.
• Develop and elaborate two comprehensive educational packages for two new professions that will be proposed to be published in the annual state order on vocational education and training for the academic year 2025-2026.
• Develop and elaborate two detailed curricula for two new professions that will be proposed to be published in the annual state order on vocational education and training for the academic year 2025-2026.
• Support private sector in management of educational consortia in dVET.
• Organise two in country study visits for dVET stakeholders.
• Support various promotional events on dual VET.
• Support production of two video and two audio promo-spots for two specialties.
• Provide consulting services to educational institutions, training companies and other dual VET beneficiaries.
• Deliver training for in-company trainers.
• Conduct a competition on endowment of VET schools with training equipmen
• Support the implementation of up to 6 mini projects presented by dVET schools.

The tender is open to private companies, non-government organizations, professional associations, or consortia. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English, Romanian or Russian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.

The technical offer will include:

• Registration certificate.
• Experience/profile of the company.
• Proposed methodology.
• CV of expert team according to ToR requirements.

• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer. All personal data are for the internal use of GIZ; confidentiality guaranteed.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83486177) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 24.04.2025 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
