The MSIP project aims to support Moldova’s socio-economic growth by enhancing the use of Intellectual Property Rights (IPRs) among private stakeholders and improving government IP services. Implemented by the Swiss Federal Institute of Intellectual Property (IPI) and the State Agency on Intellectual Property (AGEPI), in collaboration with the Helvetas Moldova for the project management. 

Focusing on Geographical Indications (GIs), MSIP project contributes to improving of GI management, certification, and market access for Moldova’s origin-based products, boosting competitiveness and enforcing better IP practices.  

Within the MSIP project, the promotional campaign aims to raise consumer awareness, support local producers, and encourage SMEs to obtain legal brand protection. As part of this initiative, high-quality promotional videos will be produced to highlight the unique aspects of local products protected as GIs and promote them to consumers. 

Objective of the assignment  

The primary objectives of this activity are: 

• To create high-quality promotional videos that raise consumer awareness and highlight the unique characteristics of the GI products. 

• To support local GI producers by promoting their products and demonstrating their positive impact on regional economic development. 

• To educate SMEs about the importance of brand protection and registration. 

• To increase consumer demand for locally produced products by promoting local production and raising awareness of the benefits of supporting local businesses. 

Requirements / Profile / Qualifications 

The selection of the service provider will be based on the following criteria: 

 
- Eligibility Criteria 

• The company/organization is registered in RM. 

• The total turnover of the company/organisation over the past 3 years. 

• The company/organisation has no open case of a dispute, an execution procedure, reorganisation, bankruptcy or insolvency procedure. 

• All taxes have been paid. 

• VAT certificate (if applicable). 

• The company/organisation is registered in RM. 

• The company/organisation has no open case of a dispute, an execution procedure, reorganisation, bankruptcy or insolvency procedure 

• The organization must carry out activities independently, without involving intermediaries or other media agencies. 

• Technical offer 

• A detailed work plan that covers all deliverables specified in the Terms of Reference (TOR). 

• Proven experience in producing high-quality promotional videos, particularly in the regional development or branding sector of a minimum of 3 years’ experience in the field, demonstrating the ability to deliver quality products in similar projects. 

• Previous experience working with at least one NGOs, SMEs, government agencies, or development projects, public institution. 

• At least 2 letters of recommendation. 

• Other additional documents which prove technical expertise in cinematography, editing, and post-production, including the use of animations and visual effects. 

• Financial offer 

• Financial offer must be presented in MDL. The fees proposed in this offer should be all inclusive. 

Helvetas Moldova is not a payer of value added tax (VAT). VAT Exemption Confirmation Letter will be provided. 

The contractor will be expected to implement all activities specified under deliverables between April 2025 and November 2025.

Offer shall contain:    

1. Eligibility documents – as per eligibility criteria table above;  

2. Technical and Financial offer – as per Criteria for evaluation of the Technical and financial offer table above.    

The Financial offer must be presented in MDL. The fees proposed in this offer should be all inclusive; the supplier/contractor will cover all costs to perform their tasks (e.g. office accommodation, transport, internet access and equipment, administrative and secretarial support, interpretation etc.). The supplier/contractor is responsible for all other taxes and duties in compliance with the legislation of the Republic of Moldova.    

Offers must be submitted in English language exclusively.
