The German Development Cooperation through GIZ is looking for an expert able to support the Entrepreneurship Development Organization (ODA) with the monitoring and evaluation (M&E) systems, within its “Strong Businesses and Communities for Moldova” project.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to support ODA in refining, implementing, and operationalizing a robust M&E system for its SME support programs (in line with the OECD-DAC criteria/best practices) that aligns with strategic goals, enhances interdepartmental collaboration, and integrates digital solutions for improved program evaluation and reporting.
To achieve the objective, the expert shall perform the following tasks:
- Assessment and Alignment:
- Review existing M&E practices, reports, and tools, including the current documentation for the Integrated Automated Information System (SIIA ODA).
- Identify gaps in M&E workflows and indicators.
- Process Standardization and Development:
- Propose standardized workflows for data collection, analysis, and reporting across programs.
- Develop a detailed flow chart for interdepartmental M&E processes.
- Recommend program-specific and cross-cutting indicators, ensuring alignment with international standards.
- Implementation Support:
- Work closely with the ODA team to pilot and adapt M&E processes and tools.
- Guide the integration of M&E workflows with the SIIA ODA system.
- Facilitate the adoption of recommended digital solutions for real-time data collection and reporting.
- Capacity Building:
- Conduct training session for ODA staff on advanced M&E tools and methodologies.
- Documentation and Recommendations:
- Provide detailed documentation of the implemented M&E workflows and systems.
- Deliver actionable recommendations to ensure sustainability and alignment of M&E processes with ODA’s long-term objectives.
The application shall include:
- detailed CV and cover letter in English,
- financial offer including:
- gross daily rate in MDL and a total amount per up to 25 workdays of assignment.
- total budget in MDL.
Bids evaluation will be performed based on the ratio 70% for the technical offer (CV and cover letter) and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
