The German Development Cooperation through GIZ is seeking to contract a local IT company to develop an application platform for the Moldovan Residential Energy Efficiency Fund (MREEF) in close cooperation with the National Centre for Sustainable Energy (NCSE). The services within the assignment will be provided in the period between December 2024 – 2025

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidding company is expected to meet the following requirements (please see the eligibility check):  

• Legal entity registered in the Republic of Moldova; 
• At least three years of proven experience at national and/or regional level in software development  
• The service provider shall propose a team of experts, administrative and backstopping capacities, as follows:

A Team leader with background in the software development

Two Mid Software developers, with experience in software development

One DevOps specialist, with experience in system development environments installation and configuration

One Web designer with experience in web design UI/UX

One Software tester with experience in software testing analysis and design

One Training Expert with experience in writing technical and end-user documentation.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Company overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, overview (max.2 pages) of at least 2 previous proven experiences in software development. 
• Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available relevant to the assignment.
• Reference project, with minimum 100 000 EUR budget
• Proof of average number of at least 5 employees for the past 3 years.
• Proof of the average annual turnover of 100 000 EUR
• Outline of team composition and CVs of proposed experts according to described requirements;
• Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved;
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

• The rates per day and the number of the total expert days estimated for the entire assignment
• Breakdown of the amounts for the deliverables required under point 2 of the ToR, as well as the total budget expressed in MDL, VAT 0%.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83475845, not later than 04.12. 2024, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
