MITP residents are also eligible for the IT Visa Program, which gives them the possibility to have simplified immigration procedures in order to obtain a work permit (for IT company management (4 years), IT specialists (2 years)), their family members may benefit as well. MITP is a focal point for services and incentives in the ICT sector, being a catalyst for investment through promotion of flexible government policy, an environment conducive to ICT innovation, and digital transformation. Being a cluster facilitator, the Park provides an organizational platform with a set of innovative tools and approaches to accelerate the transformation of the economy, streamline corporate innovation practices, boost the growth of the IT industry, support partnerships, create new jobs, and attract local and foreign investment.
One of our priorities is to promote Moldova as an IT destination for investors, IT companies and IT talents. To do so, we are looking to provide a comprehensive pocket Guide for expatriates and accompanying promotional materials that can be used by expats and IT companies in order to smoothly and precisely relocate in the IT sector of the country.
MITP is looking for a consulting company that will develop a Pocket Guide for expatriates to present Moldova as an IT destination for foreign specialists to be hired by local companies and 5 accompanying promotional materials with a short overview of the country’s IT industry and its potential. The Guide will serve as a proper roadmap for IT companies and IT talents looking to relocate or operating on Moldovan market.

The bidding offerors are encouraged to suggest their own methodology and content of the Guide and promotional materials so that it replies and contributes to achievement of the objectives above. Content suggestions considered relevant will be an advantage in the analysis of the technical offer.
The Guide and promotional materials will be prepared in English, ensured by the bidder.
When preparing the deliverable, the bidder will rely on the legislation applicable at the time of delivery, as well as on potential changes discussed with the business environment and authorities, which may have an impact on the activity of pocket guide.
MITP may provide source and/or aggregated stats and data concerning: legislative framework, stats on sector’s employment, salaries etc; macro-economic data.
Winning Offeror will be responsible for identification of sources and data/stats collection.
Any deliverable presented for the provision of services will be considered as a product of the MITP with all copyrights included.

Bidders must demonstrate that they have experience in providing services related to the research, preparation of information or guides in a manner accessible to the general public. The minimum qualification and selection criteria are:
An award will be made to the offeror whose proposal is determined to be responsive to this document, meets the eligibility criteria stated in the Terms of References, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to MITP. Best value will be decided using the tradeoff process. That means that each proposal will be evaluated and scored against the evaluation criteria and evaluation sub-criteria, which are stated in the table below.
The MITP will qualify the eligible Bidders, according to the qualification and selection criteria set out in the Terms of Reference. Afterwards, the most advantageous offer from an economic and technical point of view will be selected, with the evaluation by the Compromise Method, according to the award criterion “The best quality-price ratio”, with the application of the following evaluation factors:

The response of the technical offer to the specifications and technical requirements of the MITP, the methodology for the realization of the project in the view of the offeror, the view and approach of the offeror in the way of providing the requested services, the detailing of the content of the Pocket Guide, the deadline and the proposals for the inclusion of other aspects will be evaluated in the Guide. Suggestions for completing the content, considered pertinent, will be an advantage in the evaluation of the technical offer. The maximum score can be awarded to several technical offers, if they correspond to the respective evaluation factor. |

The Total Price will be evaluated compared to other offers received. The maximum score of 25 points is awarded to a single Financial Offer – the offer that best corresponds to the relevant evaluation factor (lowest total price). The other Financial Offers will be evaluated by inverse mathematical ratio in proportion to the financial offer that presented the lowest total price and their financial score will be calculated using the following formula: Financial Score (Offer N) = Total price (min Offer)/Total price (Offer N) x 25 where: Financial Score (Offer N) – The Financial Score that will be obtained by Offer N, under evaluation. Total Price (min Offer) – the lowest of the prices of the qualified Offers. Total price (Offer N) – the price from offer N, which is under evaluation. |

The performance of the bidder in previous projects/similar work purpose (business guides) will be evaluated – publications, reports, reference links, business guides, projects in different spheres mentioned above; experience of at least 3 years in the field; experience in conducting research reports. Experience involving projects related to documentation of foreigners will be an advantage. The maximum score can be awarded to several bidders, if their experience corresponds to the relevance of the respective evaluation factor. |

The professional capacity of the tenderer will be evaluated – the team of experts proposed by the tenderer for the execution of the contract, the qualification and experience of the personnel in carrying out similar projects (business guidelines). The maximum score can be awarded to several bidders, if their capacity corresponds to the relevance of the respective evaluation factor. |

The above data can be changed at the discretion of Moldova Innovation Technology Park. Any changes will be published in an amendment to this call for proposals.
Launching the procurement procedure does not oblige the MITP Administration to carry out the respective procurement. The MITP administration reserves the right to cancel the procurement procedure for justified reasons. The decision to cancel the procurement procedure does not generate any obligation of the beneficiary towards the participants in the procurement procedure.
