The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to develop the technical planning documentation for construction of the Multifunctional Sport Complex in Soroca, within its “Strong Businesses and Communities for Moldova” project.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to develop the technical planning documentation and financial estimate, necessary for the construction of the Multifunctional Sport Complex in Soroca.

To achieve the objective, the expert shall perform the following tasks:

• Development of field studies (topographic survey and geotechnical study).
• Drawing up the preliminary project design of Multifunctional Sport Complex.
• Elaboration of the technical planning documents (technical project) according to national regulation.
• Elaboration of General and local estimates (BoQ).
• Verification of the technical planning documents (technical project) and estimates (BoQ).

The tender is open to private companies, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium a cooperation agreement should be included in the technical offer.

A successful bidding company is expected to meet at least the following requirements: 

• Prove 10 years of work experience at the national or regional level in Civil Engineering.
• Provide the technical design of at least 2 similar objects (sport centres, swimming pools, sports field, etc.) during last 5 years.
• Provide excellent in-house expertise in the field technical documentation design and drawing, as well as solid backstopping support.
• Provide relevant experts, authorized to perform the project technical documentation: engineers, architects, surveyors, technical staff, etc.
• Comply to the principles of Quality Management regarding the organization and implementation of consulting services.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Assessing the eligibility of the companies (Eligibility grid, excel), and
• Technical evaluation of offers provided based on 70% (for the technical offer) and 30% (for the financial offer) ratio. Please consider also the A12 and 12 B form.

Bids evaluation will be performed based on two steps:

• Assessing the eligibility of the companies, and
• Technical evaluation of offers provided based on 70% (for the technical offer) and 30% (for the financial offer) ratio.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number 83464098 and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 15.05.2024 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
