The German Development Cooperation through GIZ is seeking to contract a provider that will offer services of designing and piloting activities for engaging highly skilled medical professionals from diaspora in the transfer of know-how and good practices to Moldova within the Policy Advisory Fund project. The services within the assignment will be provided in the period between August 2023 – February 2024.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to service providers resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

Specific requirements towards the bidders:

• Proven experience in promoting activities involving highly skilled members of the Moldovan diaspora;
• Former organizational experience of collaborating with biomedical researchers and medical professional from the diaspora (joint events and/or projects) will be considered as a strong asset;
• The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs and the range of tasks involved;
• Availability of teaching, research and housing facilities for the invited diaspora members;
• Strong connections among Moldovan diaspora, ability to reach out to key stakeholders (e.g. ministries and agencies), previous collaboration experience with BRD;
• Previous experience in implementing international collaborative projects in the area of education and research would be an asset.

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):

• Brief outline of team composition and CVs of proposed experts according to described requirements;
• A concept describing in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables;
• Copy of the offeror’s registration certificate in the Republic of Moldova;
• Copy of the latest financial report.

2. Financial Proposal, containing (in a separate envelope):

• The financial offer shall include a breakdown of costs for the deliverables required under point 3 of the ToR (including travel costs), as well as the total gross budget expressed in MDL, VAT 0%.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be asked for additional documentation, as it might be required for the contracting.

The bid’s evaluation will be performed based on the ratio 70% for the technical aspect and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83444029, not later than July 31, 2023, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
