Request for Quotations

1. Instructions to Offerors

To be considered for award, offerors must respond to all the requirements of this Solicitation, including those which must be provided through MSI’s online procurement system, GRUMP.

Offerors are advised to review this document and the information provided on MSI GRUMP, particularly the following sections, which are required for successful submission of proposals.

• Prerequisites: All offerors interested in submitting proposals in response to this RFQ must review and accept the requirements listed in the “Prerequisites” section of this business opportunity in MSI GRUMP.
• Submission: Please upload your detailed price quotation on company letterhead via the “Submission” section of this opportunity in MSI GRUMP.
• Items: After uploading your quotation in the “Submission” section, please enter the details of your quotation in the “Items” section.

Offerors unable to use MSI GRUMP may submit via email or hard copy to msi.moldova-oti-2023@tetratechinc.onmicrosoft.com by completing Section III and IV of this document and including as a part of your quotation.

1. Type of Award

MSI intends to award a Basic Ordering Agreement as a result of this RFQ, though other contract types may be employed if required.

2. Selection Criteria

MSI will make an award decision on the basis of the lowest-priced of the technically acceptable (meets or exceeds the stated technical specifications) quotations received.

3. Other Guidelines and Notices

The following conditions, guidelines and notices are included to assist you in preparing a competent proposal. All of them should be reflected in your submission.

1. Pricing

Please address all requirements in the RFQ in your price quotation. Quotes must be inclusive of all costs. The only circumstance under which MSI will accept any price changes from what is included in the Offeror’s quotation or will accept additional charges beyond what is included in the proposal, is if MSI modifies the requirements in writing to all prospective offerors.

All proposed prices and delivery dates shall be valid for a period of ninety (90) days following the date of submission, unless otherwise clearly specified by Offeror.

1. Source and Nationality (USAID)

The USAID authorized geographic code for the procurement of goods and services under MSI’s contract is 935 (any area or country including Moldova,

but excluding foreign policy-restricted countries).  A current list of eligible countries and further information on Source and Nationality may be found at www.usaid.gov/ads/policy/300/310.

Offerors must agree that no services will be rendered through a service provider in any foreign policy restricted country or any designated “prohibited source”. To be considered for award, offerors must complete the “Registration Status” certification included in the “Prerequisites” section of this business opportunity in MSI GRUMP or complete Section IV – Source Nationality Certification of this document.

1. Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2020)
2. As used in this clause—

• Covered foreign country means The People’s Republic of China.
• Covered telecommunications equipment or services means equipment produced or services provided by the following companies or their subsidiaries/affiliates: Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company. Also included in this definition are telecommunications or video surveillance equipment or services produced or provided by an entity reasonably believed to be owned or controlled by, or otherwise connected to, the government of a covered foreign country.

1. U.S. regulation prohibits procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The subcontractor is prohibited from providing to MSI any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception or waiver is provided my MSI.

• Reporting requirement. In the event the subcontractor identifies covered telecommunications equipment or services during subcontract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall inform MSI within one business day from the date of such identification or notification and await further instruction.

1. New Material Requirement

All equipment proposed in response to this RFQ must consist entirely of new components.

1. Modification and Withdrawal of RFQ

MSI reserves the right to modify by written notice the terms of this RFQ at any time in its sole discretion.  MSI also reserves the right to withdraw this RFQ at any time—with or without statement of cause—prior to actual award.

1. Multiple Awards and No Obligation to Award

MSI reserves the right to issue more than one award.  MSI also reserves the right to make an award on any item for a quantity less than the quantity proposed, at the unit prices proposed, unless the Offeror specifies otherwise in the proposal.

MSI may reject any or all offers or not award a contract under this RFQ if such action is in the best interests of MSI, its Client, or the Host Country.  MSI may also waive informalities and minor irregularities in offers received, should such actions be in the best interest of MSI, its Client, or the Host Country.

4. Questions

Any questions or clarifications must be submitted via the Q&A Board in MSI GRUMP, by the due date for questions/clarifications listed in the Summary menu tab. Responses to questions received shall be shared with all interested parties via the Q&A Board forum.

• SPECIFICATIONS

The USAID/OTI Moldova Resilience Initiative project requests quotations for long term driver services to provide transportation for Moldovan project staff and personnel associated with the project within Moldova on workdays and during business hours, and occasional transportation outside normal business hours and on weekends. The project intends to award an agreement for a 1-year period of performance, subject to extension at the project’s discretion.

Vendors are asked to provide information for monthly, daily, and hourly rental services for a 4-door Sedan and Minivan vehicle with driver as per the requirements and price schedule below.

Vehicle Specifications:

All vehicles provided under this agreement must meet the following specifications:

• Type of vehicles: Minivan and/or 4-door Sedan
• Model year: 2017 or later
• ABS brakes + first aid kit + fire extinguisher
• Minimum insurance as required by Moldovan law including comprehensive risk insurance for driver, passengers, and third parties.
• Seat belts: front and rear
• Air bags: front air bags at minimum
• Seats:
  • Sedan: sufficient to seat at least four adults (including driver) comfortably
  • Minivan: sufficient to seat at least five adults (including driver) comfortably
• Air conditioning

In addition, all vehicles provided by the vendor must:

• Be in a good mechanical condition, with working seatbelts, good tires, working brakes, no broken lights or mirrors. Cleanliness of the car must be maintained.
• Have a full-sized spare tire, wheel brace, jack, wheel chains in case of mountain trips, working fire extinguisher, and first aid kit.
• Have any emergency equipment required by law.
• Be properly registered and insured in Moldova.

The Vendor must provide comprehensive vehicle and collision insurance and personal injury/third party liability insurance for drivers and passengers as required by law and is responsible for having the drivers maintain the vehicle log on a regular basis.

Driver Requirements:

Drivers provided by the Vendor must be dedicated to the project’s needs and available to provide transportation during normal business hours, outside of normal business hours and on weekends, if requested. Additionally, all drivers provided by the Vendor must fulfill the following requirements:

• The driver must hold a valid Moldova driver’s license with no accidents or traffic violations, for at least 2 (two) years.
• The driver must be legally allowed to work in Moldova and have no convictions for a drug or alcohol- related offense or any crime in the last 5 (five) years.
• The driver must have basic knowledge of English and be familiar with area roads, landmarks, key points, and major buildings.
• The driver must have the ability to drive anywhere within Moldovan territory.
• The driver must correctly fill out vehicle log (date, departure time, return time, locations, etc.) for each day that service is provided and certify that the information provided is correct.
• The driver is categorically forbidden to drive while under the influence of drugs or alcohol.
• The driver must never carry any weapon.
• The driver must not smoke in the vehicle and must keep the vehicle clean.
• The driver must perform a proper vehicle check prior to each trip.
• The driver must always behave in a professional manner when providing services to the project.

If a particular driver(s) is found to be unacceptable, MSI has the right to request an appropriate replacement. In the case of any performance issues with providing driver(s), the Vendor shall provide a replacement driver(s) within one (1) hour of the request.

Other

Vendors will be asked to certify that:

• The provided vehicles are legally registered and allowed to be driven on Moldovan territory.
• The provided vehicles are safe and appropriate for road conditions and have valid and regular technical/mechanical inspections.
• The vendor has paid all taxes and insurance fees applicable under this Agreement to the Moldova authorities and insurance providers.

The Vendor must show evidence that the vehicle is properly registered and insured in Moldova, covering property, liability, collision and comprehensive (or local equivalent). MSI will have no liability whatsoever for accidents or penalties as a result of improper use of any vehicle used under the driving services.

Additionally, vendors will guarantee that in case of any accident with or breakdown of the vehicle, they shall provide a replacement vehicle that is like the defective vehicle with 1 (one) hour.

Pricing Table

Vendors should submit quotations using the pricing table on the following page. In their quotations, vendors are requested to please specify:

• If the rental rate includes the costs for fuel and vehicle insurance.
• The overtime policy for drivers and the rate for overtime pay per hour.
• The policy for overnight stays (as needed) and the associated allowances expected.
• Quotes should be valid for at least 60 days and should be submitted in MDL.
• The quotation should be submitted on the company letterhead.
• The rental service company may be asked to provide proof of registration along with other legal documents.

Source, Nationality, and Availability for Purchase

Offerors are required to submit information regarding the nationality of the firm for both commodities and services (Section A).  In addition, for commodity solicitations, the Offeror is required to also provide Source information regarding the commodities required in the solicitation and confirm that they have the commodities available for sale at the time of purchase (Section B).

Section A: Nationality of Offeror

This is to certify that the Offeror of the services and/or commodities required in the solicitation is (check applicable box and enter name country which applies):
