The Council of Europe is currently implementing the project “Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova” as part of the Council of Europe Action Plan for the Republic of Moldova (2021-2024).

In that context, it is launching three tender procedures for the provision of international and local consultancy services, as follows:

1. Purchase of international consultancy services in the field of building dialogue between central and local authorities in the Republic of Moldova
2. Purchase of local consultancy services in the field of building dialogue between central and local authorities in the Republic of Moldova
3. Purchase of local consultancy services in the field of local democracy standards and leadership and open local government in the Republic of Moldova

The services in the area of building dialogue between central and local authorities include policy and legislative support to reinforce the dialogue between all levels of government, strengthen consultation mechanisms and implement Congress recommendations aimed at strengthening local and regional democracy in the Republic of Moldova.

The services in the area of local democracy standards and leadership and open local government include supporting the development and delivery of learning events and capacity building activities for local public authorities to promote European standards of local self-government, local and regional leadership, as well as open government, public ethics and integrity. Services also include policy support to promote open government, public ethics, integrity and prevent corruption.

The deadline for submission of applications is 9 May 2022, midnight CET.  

The expected start date is 1 June 2022.
