CNFA Moldova requires the services of an expert or local company to develop policies, procedures, and guidelines for three organizations working within the organic agriculture value chain of Moldova. The scope of work derives from an organizational capacity assessment conducted recently, with activities recommended for the organization’s growth, taking into account other assistance offered by F2F. The selected consultant or team is expected to work independently, with periodic meetings with other consultants working on related areas (if relevant) as well as the F2F Moldova team.

Period of Performance: Anticipated period: June 20 - December 15, 2021.
Tasks: The selected offeror will provide the following services requested by CNFA: Develop policies, procedures, and guidelines for three beneficiaries of the project, i.e., the Moldovan Organic Value Chain Alliance (MOVCA), Katalyst Kitchens, and Agrobiznes.md, in the following areas:
- Human Resource Management
- Data and Information Management
- Operations
- Monitoring and Evaluation
Offer Deadline and Protocol: Offers must be received no later than June 3 2021, 5.30pm Moldova time. Offers must be submitted by emailing the offer to Nadejda Mocanu, recruitment@cnfamoldova.org
Evaluation and Award: The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and meets or exceeds the minimum required technical specifications, and is determined via a trade-off analysis to be the best value based on application of the below evaluation criteria. Best value determination will consider both technical and financial proposals, i.e., the best approach and anticipated results in combination with a reasonable cost. Proposed costs must reflect and clearly match the degree of sophistication of the technical approach.
CNFA is a non-profit international development organization based in Washington D.C. which currently implements the USAID-funded Farmer-to-Farmer project in Moldova. The Farmer-to-Farmer (F2F) is a USAID-funded program implemented by CNFA in Moldova. The goal of the F2F project is to generate rapid economic growth in the agricultural sector. This effort is part of the buy-in project whose objective is to increase the incomes of organic producers, processors, exporters, and other value chain actors through improved market access, capacity building, sustainable knowledge transfer, and the development of public-private partnerships, and targeted support to key institutions.
