Tender no 83348874 for the contracting of a short-term expert to facilitate the employment and promotion of Roma community mediators

The German Development Cooperation through GIZ is looking for an individual expert to provide support in employing and promoting Roma Community Mediators in the Republic of Moldova (RoM) within the Economic Policy Advice to the Moldovan Government project.

The objective of the assignment is to support the project team in facilitation the employment of Roma community mediators and strengthen their capacities, with an overall goal to help Roma population to access the formal labour market.

Expert shall perform the following tasks:

  • Facilitate and actively participate in meetings with local public authorities in order to inform about and promote the function of Roma community mediator;
  • Support local authorities in the identification, selection and recruitment process of the potential candidates to fulfill the role of community mediators;
  • Support the project team in raising public awareness regarding the role of Roma community mediators;
  • Target and approach Roma unemployed in order to integrate them in the formal labor market;
  • Provide logistical and organizational support in conducting relevant events;

Required qualifications:

  • At least 3 years of relevant professional experience,
  • Experience in collaboration with Roma community and LPA’s,
  • Experience in work with community mediators, excellent knowledge of mediators’ function and roles,
  • Excellent knowledge of the Roma community features in the Republic of Moldova,
  • Extended inter-personal network in the Roma community,
  • Previous experience in working with GIZ would represent an advantage,
  • Excellent communication and interpersonal skills.

Applications shall include:

  • detailed CV and cover letter, explaining the motivation for the position;
  • financial offer, including gross daily rate in MDL and a total amount per up to 60 expert days of assignment, for the period February 2020 – November 2020;

The successful finalist will be issued a short-term consulting contract with the possibility of further extension or follow-on contract conclusion.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.

Applications shall be delivered in sealed envelopes, showing the tender number 83348874) and subject on it, to the address of GIZ Office Chisinau (66 Bernardazzi St., 5th floor, left wing; Chisinau, MD-2009) not later than 14 February, time 17:00.

 Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
